The European Social Network is seeking to appoint a talented and dynamic Communications Officer to join our international team.

He/she will be responsible for disseminating ESN outputs in a range of languages in a role which carries strategic, policy, support and information management responsibilities.

ESN is the European network for senior professionals in public social services, for over 130 national, regional, and local public services organisations from 35 European countries. Supported by the European Commission under the EaSI programme, ESN promotes the development of effective social policy and social care practice through the exchange of knowledge and expertise.

ESN contributes to European policy-making in social, health and education policy to improve people’s life chances through quality public social services, including health, employment and housing. ESN organises both the European Social Services Conference now in its 26th year and the European Commission (EaSi) programme which also comprises smaller events, working groups etc...

The Secretariat is currently in Brighton, UK. The post will be based in Brussels from June 2018.

Job description

The role requires a keen eye for branding, marketing and design, the ability to develop and implement communications strategies, and competence in delivering and disseminating creative projects and messaging (through website, e-news, publications, social media and visuals) and supporting workshops, seminars and conferences. You will report to the Chief Executive and work closely with the policy team to produce the deliverables of our annual work programme, and with other colleagues.

The duties of this post are to:

Creative Projects

  • Supervise the contents, design and accuracy of ESN website;
  • Contribute to develop innovative ways of promoting ESN products;
  • Develop and manage ESN’s social media strategy and monitor, evaluate and maintain its effectiveness;
  • Develop the audio-visual library. Content Production, Coordination and Dissemination;
  • Plan, commission, write and copy-edit engaging content in multiple languages for different communications channels (website, social media, mass mailing);
  • Contribute to the copy-editing, proofreading and design of communications materials, such as publications and brochures as necessary.

Information Management

  • Manage the ESN database, including ESN’s member details, ensuring validity of data, categorising and organising contacts and facilitating access to this information within the secretariat;
  • Supervise and coordinate ESN’ staff on data processing. Marketing and promotion;
  • Explore new media/PR opportunities to strengthen ESN’s visibility and influence;
  • Liaise with existing press contacts;
  • Create marketing materials to promote ESN its flagship event, the European Social Service Conference (ESSC) and all the other events organised throughout the year.

Project management

  • Take the lead on the re-development of the website and liaise with external and internal stakeholders;
  • Coordinate the production of communications outputs and liaise with external providers, such as video makers, photographers, translators, graphic designers, etc.

Strategy and reporting

  • Work with the Policy director and policy officers in the conception, design and dissemination strategy for annual work programme deliverables;
  • Monitor, evaluate and report on the effectiveness of communication campaigns and projects;
  • Managing the Communications budget and monitoring spending;
  • Assisting in reporting to the European Commission.

Person specification

We are looking for someone who has:

  • Excellent communication and editorial skills for web and print;
  • 1-2 years’ professional experience of advocacy, campaigns or communications for the Communications Officer post or 3-5 years’ experience for the Senior Communications post;
  • Knowledge and professional experience of the EU is an advantage;
  • Sensitivity to social policy or social services is an advantage;
  • Strong information management skills;
  • Good political sensitivity;
  • Degree-level education in communications, politics or social policy;
  • Excellent written and verbal communication skills; excellent written English essential;
  • Excellent organisation and IT skills: advanced knowledge of web and e-mail programmes. Familiarity with Dreamweaver and CRM databases such as CIVI or Salesforce is desirable;
  • Excellent time-management and ability to work to deadlines;
  • Enthusiasm, creativity and attitude to problem solving.


£25,000 (Communications Officer) - 30,000 (Senior Communications Officer) depending on experience
