Interact Office Vienna is recruiting an IT project manager/software architect.

The vacancy

An experienced IT project manager/software architect is sought to join the Interact team.

The individual will play a role in the development and implementation of a large-scale software application. The position offers the opportunity for a dynamic, goal-orientated team player to apply their creativity, challenge the status-quo, and to implement agreed innovative ideas.

Our services are targeted at cooperation programmes under the European Territorial Cooperation (ETC) objective of Cohesion Policy 2014-2020 - known as Interreg. These programmes jointly tackle common challenges and find shared solutions in fields such as health, environment, research, education, transport, sustainable energy and more.

Our work covers the Member States of the European Union, as well as Norway and Switzerland. We also support programmes in pre-accession and European Neighbourhood countries. We are co-financed by the European Regional Development Fund (ERDF).

We are a decentralised organisation with a horizontal team structure. Our Managing Authority and Interact Secretariat are based in Bratislava. We also have four Interact offices in Turku (Finland), Valencia (Spain), Viborg (Denmark) and Vienna (Austria).

Interact Office Vienna is hosted by the City of Vienna, Municipal Department 27 - European Affairs. Employer of the Interact Office Vienna staff is the EU-Förderagentur GmbH on behalf of the City of Vienna.

About the eMS

The eMS (electronic monitoring system) is a free of charge monitoring system provided by Interact to all interested EU cooperation programmes. It supports project and programme implementation as well as communication with beneficiaries. The system has different modules for application, assessment, contracting and reporting for funding projects besides modules for monitoring and steering for programme authorities.

The system was designed by Interact in close collaboration with a group of Interreg programmes and developed by an external IT provider. The eMS is a web-based Java application using open-source or free to use technologies and a license free Linux based environment.

Profile

The IT project manager/software architect will join the team of content experts working on the eMS. They will also be involved in the preparation, procurement and development of a new monitoring software. This software will support the involved programmes through to 2027, as part of the new European Structural Investment Fund period1.

Key tasks

  • Preparing feature specifications in cooperation with the content experts;
  • Daily communication with software developers:
    • Explaining the specifications, agreeing details;
    • Checking on progress;
    • Agreeing on deliveries.
  • Management of the eMS test environment (Centos Linux, Apache Tomcat, Mariadb):
    • Installation of new versions;
    • Server management.
  • Testing the eMS:
    • Testing new releases;
    • Testing/reproducing issues reported by users;
    • Communicating bugs/issues to the software developers.
  • Release management:
    • Preparation and publication of update package incl. release documentation.
  • Support to eMS users:
    • Responding to requests for information/support;
    • Preparation of training sessions;
    • Communication of development state of play and future plans (presentations, posts on community platform).
  • Preparing and updating of the software and user documentation;
  • Involvement in planning, procuring and implementation of new monitoring system for the 2021-2027 period2.

In addition, the IT project manager/software architect will be involved in:

  • Liaising with European Institutions and other stakeholders;
  • Contributing to the development of the general strategy and work plan of Interact.

Minimum requirements

  • Education:
    • University degree (or equivalent) in computer science or other relevant field and minimum of 2 years work experience in the field of software development (as software developer, software architect or project manager);

OR

    • Technical education in the field of computer science or other relevant and minimum of 3 years work experience in the field of software development (as software developer, software architect or project manager).
  • Solid knowledge of software design and architecture;
  • Thorough knowledge and experience working with web-based applications;
  • Extensive experience with relational databases (SQL);
  • Experience with Linux server management;
  • Ability to create functional and technical specifications;
  • Solid understanding of design patterns, data structures and algorithms;
  • Very good knowledge of English (speaking and writing skills). Working language is English;
  • Applicants must be a citizen of a state participating in the Interact Programme or must have a valid residence and work permit in Austria.

Professional skills/assets

  • Experience with testing of complex software;
  • Experience with public procurement of IT services;
  • Proficiency in Java and Java based web development technologies;
  • Experience with large scale applications;
  • Familiarity with web-services (e.g. SOAP, WSDL, REST);
  • Work experience in an international environment;
  • Presentation/moderation skills;
  • Knowledge of at least another EU language, especially German.

  • Strong team work skills;
  • Communication skills;
  • Creativity.

Terms and conditions for employment/contracting period

  • The EU-Förderagentur GmbH, on behalf of City of Vienna MA 27, will offer the successful candidate an employment contract under Austrian labour law;
  • Starting date as soon as possible;
  • A one-year temporary contract will be offered including a one-month probation period. After one year the contract can be extended to a permanent position according to performance of the employee;
  • The employment is foreseen on a 40 hours per week basis;
  • The working place is Vienna (Austria);
  • Annual gross salary offered: minimum EUR 53 000,- (the monthly salary is paid 14 times a year). The salary can be adapted according to qualification and experiences of the candidate.
