About the team

We are expanding our services, and to support this growth, we are looking for a Consultant to join our Education, Skills and Employment practice. The practice provides research, evaluation and technical assistance services to EU institutions, in particular the European Commission (including DG EAC and DG EMPL), as well as other European organisations, such as the Eurofound, EIGE and Cedefop.

Our current portfolio of projects reflects the diversity of our work. Examples include: The Social Situation Monitor (DG EMPL), Evaluation of Erasmus + (DG EAC), Impact evaluation of communication campaigns (DG COMM) and comparative research on apprenticeships (Cedefop). In the area of employment our team often works on evaluations of programmes such as European Social Fund or studies to support transition of people to employment. While analysing education and employment issues in the EU we also take into account gender considerations and analyse how different policies and programmes affect girls and boys, women and men. Additionally, our team currently delivers a number of gender-specific projects, including a study on female genital mutilation that estimates the girls at risk in the European Union (EIGE), and a study on administrative data collection on intimate partner violence (EIGE).

About the role

In this role you will carry quantitative and qualitative analyses in the field of Education, Employment, Skills and Training. You will also describe the research results through drafting dedicated sections of our research and evaluation reports, and to present the results to Clients. You will be working on multiple projects at a time, interacting with all levels of ICF staff and external stakeholders. We are interested in individuals who can demonstrate a real interest in European policies in the areas we cover, combined with strong quantitative, analytical, writing and organisational skills.

Your main responsibilities will include:

  • Conduct statistical and econometric analyses using micro and macro data (e.g. EU SILC, EU LFS, OECD data);
  • Contribute to cost-benefit/cost-effectiveness analyses;
  • Contribute to the design of surveys developed for specific projects, and analyse their results using appropriate statistical techniques;
  • Conduct literature reviews and comparative qualitative data analyses;
  • Take responsibility as a Project Coordinator or specific activities as part of a larger contract; reporting to the Project Manager and the Director.

Required experience

  • Sound knowledge of relevant econometric techniques for policy evaluation (e.g. propensity score matching, difference in differences, instrumental variables) and inferential statistics and complex survey design;
  • Experience of working with micro-datasets;
  • 5+ years of professional experience of conducting research and project management related to the area of Education and Training, covering aspects of policymaking, research and statistics, as well as proven knowledge of the overall Education & Training policies of the Member States and EU developments in this area;
  • Advanced experience with Excel and Stata essential; experience with other statistical or econometrics software, e.g. R/SPSS, would be an advantage;
  • Experience of conducting Cost Benefit Analyses would be an advantage.
