The NCI Agency is looking for a talented Assistant (Configuration Manager). On a daily basis you will provide expert matrix support to project managers and will be responsible for the reporting and assisting in a range of activities concerning excercise and training programme, and project management in general. The Director of Service Operation (DSO) is accountable to plan, install, operate and maintain CIS services throughout the allocated Area of Responsibility (AOR), in static NATO Headquarters, Alliance Operations and Missions and Exercises, and supported Organisations. Service Operations are delivered and managed in close coordination with the Directorates of Applications Services, Infrastructure Services, AirC2 Services and BMD Services. DSO and the CSUs receive support from the Agency’s Enabler functions (General Services, Human Resources, Finance, and Acquisition).

NCI Agency CIS Support Unit (CSU), located in Bydgoszcz (POL) enables end-to-end CIS services as it installs, operates, maintains and supports the full range of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed. CSU Bydgoszcz supports the CIS planning and execution of JFTC POW training events for up to hundreds of NATO participants.

Role responsibilities:

Under the direction of Customer Relation Manager (CRM), you will perform duties such as the following:

  • Process all project/programme change proposals and waivers, whether they are contractual or engineering, highlighting non-conformances and other discrepancies to POCs - ensuring correct information is processed;
  • Update CM Tool for all Configuration Items (Cl) and their change status;
  • Prepare periodic configuration status reports;
  • Prepare other CM reports for internal and external distribution, as required;
  • Provide expert support to project managers concerning the above duties (matrix support), as directed;
  • Administer CM databases and web sites;
  • Prepare contract amendment packages and updates the CM tool as required;
  • Maintain configuration baseline documentation;
  • Assist tH-CMS in conducting physical configuration audits and data reviews and participating, as required;
  • Preliminary Design Reviews (PDRs);
  • Critical Design Reviews (CDRs) and Programme Reviews, as required;
  • Assist in the preparation and conduct of CM specific meetings such as Change Advisory Boards (CABs);
  • Configuration Control Boards (CCBs) and Change Implementation Boards (CIBs) and acts, as required;
  • Assist in ensuring that the CIS support requirements of ACT’s exercise and training programme are well planned and provisioned;
  • Assist in providing CIS programme management for the CSU’s contribution to ACT’s exercise and training programme;
  • Assist in project management for CIS Events that cross the boundaries of the Service Section Troops and Elements;
  • Represents the CSU at Exercise Planning Conferences;
  • Assist in co-ordinating activities with external project managers on issues concerning interaction and interoperability between different sub-systems utilised for events;
  • Develop equipment installation schedules for ACT events;
  • Deputize for higher grade staff, if required;
  • Perform other duties as may be required.

Person specification:

Qualifications required:

  • Vocational training at a higher administrative level in a relevant discipline, or equivalent, or diploma of secondary education.

Experience required:

  • At least 5 years of relevant experience in a similar admin support role;
  • Knowledge and experience in the specification and design of information systems, their components and architecture to meet defined business needs;
  • Experience in all Lifecycle aspects of Information Systems aimed at achieving effective system development and deployment;
  • Technical knowledge and experience in distributed Information Systems;
  • Experience in CIS;
  • Experience in Network planning including participation in the creation of service level agreements and planning of all aspects of infrastructure necessary to ensure provision of network services to meet such agreement;
  • Experience in planning IT networks and infrastructure, to include LANs and WANs;
  • Knowledge of the IT Infrastructure Library (ITIL-best practices);
  • ITIL Foundation Certificate;
  • MCSE or MCSA Certificates;
  • Training in PRINCE2 or PMP.

In addition, the following will be considered an asset:

  • Knowledge of policy, procedures and organization of the CIS world of NATO;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Following Instructions and Procedures - including competencies like following directions, following procedures, time keeping and attending, demonstrating commitment, showing awareness of safety issues, and complying with legal obligations.

Travel:

Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices; you may be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

Language skills:

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

NOTE: Most of the work of the NCI Agency is conducted in the English language.

Contract:

NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

  • Renewal is in the interest of the Agency;
  • Staff member's desire to remain with the Agency;
  • The financial situation provides sufficient funding for the post held;
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding;
  • Staff member has served the Agency with performance to the required standard as defined by the Agency;
  • Staff member's deployability to operational theatre;
  • Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
