The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate, Information Management and Procurement Department at its headquarters in Luxembourg, a Head of Data Governance Unit. This is a full-time position at grade 5/6.

The term of this contract will be 4 years.

Panel interviews are anticipated for beginning of February 2020.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.  

Purpose

Working together with business directorates (mainly Data stewards, Business Analysts but also middle management) and technology partners (IT, Data Warehousing team), the Head of Data Governance Unit (internally referred as Senior Unit Head) drives the implementation and continuous improvement of the policies, frameworks and processes & procedures that govern data management for the EIB Group.

Operating Network

The Head of the Data Governance Unit reports to the Head of the Corporate Information and Processes Division.

The Corporate Information and Processes Division (CIP), covers data governance, business process optimisation, and change management, serving as an intermediary between the business directorates and IT to support the EIB's digital transformation.

The Data Governance Unit functions as the EIB's Data Governance Office (DGO). The unit comprises a team of four Data Governance Officers who together lead various initiatives and working groups in order to establish and improve data governance, data management and reporting throughout the EIB.

The unit is responsible for the policies and procedures in the domain of data governance: 1) data quality management; 2) business glossary and metadata management; 3) reporting governance and end-user computing tools, 4) data modelling and master/reference data operational management.

The work under the responsibility of this unit is achieved in different ways:

  1. through hands-on and partially operational work by documenting meta-data, monitor ad-hoc production data changes, following up on data quality issues, managing changes to critical reports;
  2. by directing and supporting a network of dedicated data officers and reporting officers located in the EIB's directorates;
  3. by driving the continuous improvement of the policies, frameworks and processes guiding the EIB Group data management;
  4. by critical review of ICT project charters and related documentation.

Accountabilities

  • Accountable for development and continuous improvement of the policies, processes and procedures for EIB Group data management, in particular the Data Management & Governance Policy, the End User Computing Policy, the operational frameworks for data quality, reporting governance, data lineage, as well as the business glossary and the conceptual data model;
  • Coordinate, liaise with and drive the work of Data Stewards and Data Custodians, supervise direct reports and the sound execution of key processes in relation to Data Governance, including the creation of meta-data such as clear and unambiguous definition of business terms across Directorates, documentation of key data elements and attributes, data lineage information and data quality controls;
  • Drive the resolution of data-related issues in coordination with Data Stewards and Data Custodians, and take decisions in case no agreement can be found between the different stakeholders involved;
  • Maintain a comprehensive conceptual data model, as basis for future application development and report purposes;
  • Take responsibility for the governance and operational change management of the Bank-wide inventory of critical reports, in both SAP Business Objects and other applications;
  • Critically review and approve Information & Communication Technology (ICT) project charters concerning their potential impact on data governance deliverables;
  • Manage the annual self-declaration and automated discovery of end-user application tools, ensuring that end-user applications are well documented and that changes are properly managed;
  • Manage and develop staff members in the Data Governance Unit, in collaboration with the Head of Division, to achieve the strategic objectives and implement the work programme of the Division.

Qualifications

  • University degree in business administration, finance, risk management or a related field with exposure to data governance subjects;
  • Minimum of 5 years' professional experience covering data governance, business reporting and data quality activities, ideally gained within the financial services sector and in an international context;
  • Proven track record in managing people both direct reports and supervision of the work carried out by external consultants;
  • Experience in IT systems and applications supporting data governance: Data Warehousing, Business Objects, Risk Reporting;
  • Hands-on experience in regulatory and risk reporting including relevant tools;
  • Good knowledge of enterprise data/information management and reporting best-practice frameworks and guidelines such as BCBS 239, the Data Management Body of Knowledge (DMBOK), MIKE 2.0 or ISO 11179;
  • Sound understanding of Best Banking Practices (incl. BCBS 239), regulatory framework for financial institutions, EBA guidelines and policies for supervisory reporting (FINREP, COREP);
  • Fluent in English and good conversational level of French. Knowledge of a third European language would be an advantage.
