A visible and active UEFA presence in EU circles, the EU & Governmental Affairs Manager will support the shaping, management and implementation of UEFA’s public policy strategy. They will contribute to the coordination of UEFA’s day-to-day relations and interactions with the EU institutions, the Council of Europe and national governments and help to ensure that UEFA’s office in Brussels fulfils its core tasks of gathering intelligence, information and insights and reporting back to UEFA HQ. The job will also involve engaging with other relevant policy and regulatory stakeholders in and around the European institutions and helping analyse and address complex legal, regulatory and policy developments across the EU.

Key Responsibilities:

Analysis and strategy:

  • Developing and executing a strategy for achieving UEFA’s EU-related public policy objectives in coordination with other UEFA units and divisions (e.g. Legal Affairs, National Associations, Football and Social Responsibility);
  • Analysing political, policy, legal and stakeholder trends in Brussels and across the EU, and interpreting whatcommercial, organisational and reputational risks and/or opportunities they pose for UEFA and its memberassociations in the short, medium and long-term;
  • Providing actionable recommendations for UEFA colleagues and senior management.


  • Consolidating and enhancing UEFA’s network of contacts among EU, Council of Europe and national governmentofficials;
  • Building strong networks to support intelligence gathering and UEFA’s strategic positioning.

Monitoring and intelligence:

  • Ensuring continuous monitoring, evaluation and analyses of relevant political, legal, legislative, policy and reputational developments and stakeholder activities affecting UEFA and its member associations and advisingaccordingly.


  • Drafting memos, reports, position papers, presentations, legal analyses, correspondence, consultation responses,briefings, speaking points, newsletters and other advocacy materials, disseminating information to external EUstakeholder audiences and ensuring follow-up;
  • Where relevant, developing UEFA messaging, argumentation and narratives tailored to policy and stakeholderaudiences.

Representation and engagement:

  • Acting as UEFA’s contact person for a selection of EC officials, MEPs, European Council and national governmentrepresentatives and officials from the Council of Europe, involving the line manager when appropriate;
  • Promoting UEFA policies and activities and protecting UEFA’s interests among relevant audiences;
  • Representing and speaking on behalf of UEFA at public events, hearings and working meetings as appropriate.

Coordination and implementation:

  • Coordinating the implementation of cooperation agreements with European public authorities;
  • Proactively coordinating and communicating internally to align messaging and provide colleagues with a thoroughunderstanding of EU developments;
  • Where appropriate, helping forge coalitions with other sports organisations with a view to achieving common orshared objectives where our interests overlap.

Administration and management:

  • Ensuring that UEFA adheres to the highest standards of ethics, transparency and compliance in all dealings withEU officials and institutions;
  • Assisting in the planning, preparation and organisation (logistics, briefings) of meetings, presentations and specialevents (e.g. dinners with the Friends of Football) and ensuring appropriate follow-up.

Profile of successful candidate:

Experience required:

  • About 8 years working for or with an EU institution, trade association or representative office based in Brussels.


  • Masters preferably in law or political science, but a four-year university degree in economics or humanities would also be acceptable.


  • English/Proficient- Fluency in at least, two other European languages.

Additional requirements:

  • MS PowerPoint/Advanced;
  • MS Word/Advanced;
  • Project Management/Advanced;
  • Solid knowledge of key themes in EU sports policy;
  • Excellent knowledge and understanding of the EU policy and regulatory environment and of the mechanics of EU decision-making;
  • Proven track record of advocacy at EU level;
  • Proven ability to tailor narratives to different audiences;
  • Outstanding communication skills (writing, negotiating and public speaking);
  • Excellent analytical skills, attention to detail and ability to multitask;
  • Flexible approach to work; prepared to trave.
