SNV bridges the gap between theory and practice, between policy ambitions and effective implementation at scale. They implement approaches that are tailored to local needs as they believe that countries and communities themselves should be the owners of change. With appropriate knowledge and resources, they can implement and maintain their own sustainable solutions to end poverty. They are experts in agriculture, energy, and water, sanitation, and hygiene (WASH). Their know-how services include advice, brokering and stakeholder engagement, advocacy, fund management, results-based financing, and delegated management.

SNV has an ambitious strategic plan (2019 -2022) also reflected to grow income from 110 M towards 150 M.

Context and Purpose of the Job:

SNV is looking for a Business Development Manager (BDM) to join the business development team in the Hague (with around 20 staff members).

The BDM is a senior role reporting directly to the Director of Business Development, with three core responsibilities:

1) Brings in critical knowledge on donor priorities, plans and programming through networks, research, and market analysis. Leads the early identification of potential funding opportunities for SNV;

2) Coordinates engagement with one of SNV’s three priority donors (Dutch Government, DFID, and the EU) and supports global sector teams/technical leads on external profiling and positioning;

3) Guides and equips country teams to build relationships with key donors and partners in-country and develop funding pipelines, helping to identify, assess and prioritise funding opportunities.

The key activities of the position are:

Donor intelligence and trends – Researches and analyses donor priorities and emerging trends, maps them to sectors/products/countries of work, collects intelligence and identifies potential funding opportunities at an early stage.

Donor coordination – Coordinates oversight for one or more priority donors and acts as our key resource for the Business Development team, global sector teams and country teams on donor requirements including eligibility, procurement conditions, etc.

Profiling and positioning – Supports the Global Sector Coordinators and sector teams on profiling and external relations management with priority donors and partners, building partnerships and consortia for upcoming bids.

Marketing communications – Works closely with the marketing communications team to develop marketing material linked to external profiling and positioning and upcoming bids.

Country pipeline development – Works with SNV country management teams to provide pipeline development support, identifies funding opportunities, and develops and executes a Business Development plan.

Opportunity assessments – Acts as the critical (early stage) filter for the prospect team, leads in-depth opportunity assessments and coordinates with global sector teams to plan and organise technical teams and inputs for bids.

Prospect development (bid management) – Occasionally acts as the prospect coordinator (bid manager) leading the capture phase (research/intel gathering, partner/competitor analysis), up to final proposal submission, representing SNV in contract negotiations.


  • Master’s degree in a relevant field (or equivalent). Graduate in international development, international relations, or closely related field;
  • Proven track record in business development and growing portfolios in the international development sector at global and/or country level;
  • At least 8 years’ experience in business development in the sector with major institutional donors and foundations;
  • In-depth knowledge of at least one of the following: DGIS, DFID, the EU, and/or the World Bank;
  • Exposure to business development and/or project experience in the Agriculture, Energy, WASH, or closely related sectors;
  • Skilled in developing written materials including presentations, capability statements, concept notes and proposals;
  • Strategic thinker, able to plan, prioritize, manage, and execute multiple projects in a fast-paced, deadline-driven environment;
  • Proven ability to work cross-functionally and to influence stakeholders at all levels;
  • Strong networking, relation-building and inter-personal skills;
  • Strong communicator (fluent in English, spoken and written; French a plus).
