The Program Manager ‘Eastern Partnership (PM EaP) is the strategic lead for OGP’s engagement with the Eastern Partnership and responsible for managing OGP’s engagement with the EU and OECD on the 4-year joint program on ‘EU4Integrity Action for Eastern Partnership’.

The PM EaP will be responsible for managing a program of support for Armenia, Azerbaijan, Georgia, Moldova, and Ukraine in the development and implementation of high quality, relevant and ambitious OGP action plans, and provide support to stakeholders interested in helping Belarus meets OGP eligibility criteria. The PM will lead the development and delivery of annual work plans, budget and reporting for the EUf4Integrity Action joint project, and be responsible for regular coordination and achieving synergy with DG NEAR, OECD, and their local partners. The PM will manage the other team members.

The role involves high-level political engagement, outreach to public officials, civil society leaders, donors, and multilateral institutions designing and delivering advanced co-creation and implementation support for open government reforms, managing relationships with key regional networks and platforms, overseeing grant administration and reporting, and managing a small team. The PM EaP reports to the Deputy Director, Country Support.

The ideal candidate:

  1. Knows the OGP mechanism and approach well (e.g. former POC/CSO involved in national OGP processes);
  2. Knows the regional political context, policies processes, and priorities and is familiar with EU's Eastern Partnership Policy;
  3. Has experience of working in more than one country in the region;
  4. Has experience in managing EU grants and is familiar with reporting requirements;
  5. Has experience in program design and management;
  6. Is skilled at stakeholder engagement and communications at all levels of organizational hierarchies, including at the leadership level;
  7. Has an extensive network in the region, particularly with public officials and civil society groups working on issues of anti-corruption, justice, or private sector engagement and business integrity;
  8. Has experience in awarding and managing sub-grants and contracts;
  9. Has managed or is ready to manage a team;
  10. Is fluent in English and preferably speaks Russian.


I. Regional Strategy and Team Management

  1. In consultation with the DD Country Support and Chief Country, Support, develops and deploys a high-level strategy for the Eastern Partnership countries;
  2. Provides political and strategic analysis to inform OGP’s engagement in the region, based on research and intelligence gathering from in-country stakeholders, OECD, DG EAR and regional contacts;
  3. Manages OGP’s engagement with EC DG NEAR and OECD on the EU4Integrity Action for Eastern Partnership joint program and ensures strategic coordination and alignment;
  4. Responsible for liaising with internal OGP teams to deliver on OGP’s collective goals in the EaP and for piloting advanced services in the region;
  5. Coordinates with OGP senior leadership on high -level political engagement on political transitions or ministerial level changes to secure continued engagement;
  6. Prepares materials for high-level visits, and meetings of the Steering Group for the EU4Integrity Action joint program;
  7. Coordinates regular updates from the EaP region to the Steering Committee and the Support Unit;
  8. Manages a small team comprising a program officer, and a program assistant;
  9. Responsible for meeting deliverables and providing oversight for all reporting, communications and compliance requirements for the EU4Integrity Action project.

II. Country support

  1. Provide accurate and timely advice to civil society and governments on the OGP process and requirements. This includes analyzing country processes (draft commitments, TORs, working group models, etc) in order to identify opportunities and provide guidance;
  2. Work across the Support Unit and with other external stakeholders to develop and deliver annual support strategies to optimise the engagement of EaP countries in the OGP process;
  3. Develop strong, high-level working relationships across government, civil society, multilateral institutions, donors, and elsewhere, and encourage their collective engagement to move the process forward;
  4. Support strategic communications both during and after the launch of action plans and commitments, working closely with OGP SU communications team;
  5. Work with government officials, civil society, multilateral partners, and other stakeholders to design and facilitate country visits by OGP Support Unit staff and other key partners (OGP Steering Committee, Envoys, and Ambassadors) in order to boost the national processes and spur greater ambition;
  6. Lead on the design and implementation of workshops, peer exchange events, and other in-country and regional events, with support from experts and consultants;
  7. Promote the fulfillment of annual country contributions to the OGP Support Unit.

Outreach to Belarus.

Ill. Peer exchange and brokering of financial and technical support

  1. Broker technical and financial support to countries developing and implementing their National Action Plans, OGP’s thematic partners, bilateral and multilateral partners, foundations and other countries with similar experiences;
  2. Design interactive in-person training using different formats to be delivered at OGP events with the aim of helping to promote learning on emerging best practice of how to implement OGP successfully;
  3. Supervise the designing and execution of calls for awarding subcontracts/sub-grants, in line with the EU procurement rules, as well as the OGP awards;
  4. Track, document and disseminate examples of peer exchange activities taking place under the OGP umbrella.

IV. Strategic events

  1. Lead in the organization of OGP regional events, in coordination with other members at the SU, governments and civil society;
  2. Represent OGP at external events.

V. Other duties as assigned

  1. Support the development and implementation of the global campaign strategy of the organization;
  2. Other duties that may emerge to support OGP’s engagement in the EaP region and manage the EU4Integrity Action project.


  • Advanced degree in a relevant field (e.g. public administration, development, political science, law or international relations).


  1. A minimum of 6 years of experience working on governance issues, ideally with a focus on transparency, accountability, participation, and open government reform in either a civil society organization, a government institution, or an international/multilateral organization, as well as experience of working on senior level;
  2. Work experience building civil society coalitions, brokering technical cooperation and partnerships, and organizing training workshops and events is also desirable;
  3. An existing network and credibility within the governance field and track record on open government, transparency, accountability, and citizen engagement;
  4. Excellent communication skills, including writing, public speaking and facilitating meetings - with a variety of stakeholders at a broad range of seniority;
  5. Familiarity with civil society and government networks and experts working on governance issues across a range of sectors;
  6. Willingness to travel up to 35 percent of the year;
  7. Fluent in English. Fluency in Russian is highly desirable.

  8. Detail-oriented, strategic and precise, but with the ability to step back and see the big picture;
  9. Flexible and creative in the face of obstacles.
