JOB SUMMARY

The Program Officer ‘Eastern Partnership’ (PO EaP) supports the execution of the OGP part of the 4 year ‘EU4Integrity Action for Eastern Partnership’ that EU, OECD and OGP jointly implement in the Eastern Partnership countries. The PO EaP will work closely with the Program Manager EaP in supporting civil society, governments and other key actors in using the Open Government Partnership (OGP) to progress reforms on transparency, accountability and participation in Armenia, Azerbaijan, Georgia, Moldova and Ukraine, through the development and implementation of high quality, relevant and ambitious OGP action plans; and providing support towards achieving eligibility in Belarus.

The PO EaP will support the cross-team efforts to mobilize coalitions, strengthen partnerships, provide knowledge resources and technical support to OGP governments, civil society, and other stakeholders in the EaP region to leverage OGP in advancing reforms in priority thematic sectors. The Program Officer will be responsible for coordinating internally across all teams responsible for deliverables on thematic policy priorities, and externally with key partners and other stakeholders who can help OGP deliver more effective support to advance reforms at the national and regional levels. S/he will support the development of agenda and content for OGP-led in-country learning events, cross-country peer exchanges, and OGP’s engagement at key partner-led events for the EaP region.

The ideal candidate will possess the following:

  1. Familiarity with OGP mechanism and approach;
  2. Familiarity with the regional political context, policies processes and priorities and is familiar with Council of the European Union’s Eastern Partnership Policy;
  3. Experience working on issues related to open government, especially in policy areas like public service delivery, anti-corruption, justice, public administration, or business integrity;
  4. Experience working on issues related to transparency, accountability, and citizen engagement and government responsiveness is desirable;
  5. Experience working with diverse stakeholders, across government, civil society and other communities;
  6. Experience of working in some or all EaP countries;
  7. Experience working with EU (grants);
  8. Experience in conducting analyses, preparing presentations, meetings and (high-profile) events;
  9. Is fluent in English and Preferably speaks Russian.

Requirements

I. Providing support to OGP Countries in the EaP region

  1. Support the Program Manager EaP to develop and execute country strategies in collaboration with relevant Support Unit teams;
  2. Support on developing and lead on executing thematic strategies in the EaP counties, working closely with partners and Support Unit teams;
  3. Support the Program Manager EaP in providing accurate and timely advice to civil society and governments on the OGP process and requirements. This includes analyzing country processes (draft commitments, TORs, working group models, etc) in order to identify opportunities and provide guidance;
  4. Work across the Support Unit and with other external stakeholders to develop and deliver annual support strategies to optimize the engagement of EaP countries in the OGP process;
  5. Develop strong working relationships across government, civil society, partner organizations and elsewhere, and encourage their collective engagement to move the process forward;
  6. Support strategic communications both during and after the launch of action plans and commitments, working closely with OGP SU communications team;
  7. Support the Program Manager EaP in designing and facilitating country visits and workshops by OGP Support Unit staff and other key partners (OGP Steering Committee, Envoys, and Ambassadors) in order to boost the national processes and spur greater ambition.

II. Thematic Support and Peer Exchange

  1. Coordinate outreach to new thematic partners and strengthen relationships with existing partners on a subset of priority themes (eg. public service delivery) to provide support on the design and implementation of reforms in EaP countries;
  2. Work closely with the Program Manager EaP and the thematic team to identify opportunities in EaP countries to support delivery of commitments in thematic priority areas, initiating connections between government officials or country-based civil society and expert partners, and facilitating timely follow up;
  3. Identify key networks and communications channels for building greater awareness of OGP in relevant thematic communities;
  4. Design interactive in-person training using different formats to be delivered at OGP workshops and events with the aim of helping to promote learning on emerging best practices of how to implement OGP successfully, in particular those with thematic focus;
  5. Support the designing and execution of calls for awarding subcontracts / sub-grants, in line with the EU procurement rules, as well as the OGP Awards;
  6. Track, document and disseminate examples of peer exchange activities taking place under the OGP umbrella;
  7. Support Program Manager EaP to deliver on priority regional and national events focusing on thematic priorities;
  8. Contribute to or lead on OGP civil society events, as well as participate in civil society outreach and learning activities at third-party events;
  9. In an OGP Global Summit year, collaborate with the organizing team to develop and execute an agenda that’s relevant for OGP’s work in the EaP region;
  10. Work with the OGP internal teams to support strategic dissemination of OGP material - data, stories, etc to relevant partners, country stakeholders.

III. Project management

  1. Support the Program Manager EaP to document program deliverables, and gather other relevant program information, providing updates/reports to DG NEAR;
  2. Support the Program Manager EaP in preparing materials for Steering Committee meetings, high-level visits, and joint meetings of the Steering Group for the EU4Integrity Action joint program;
  3. Prepare briefing materials and objectives, activities and results of OGP’s thematic work in the EaP region.

IV. Other duties as assigned

  1. Support the development and implementation of the global campaign strategy of the organization;
  2. Other duties that may emerge to support OGP’s engagement in the EaP region and manage the EU4Integrity Action project.

EDUCATION

  • Graduate degree in a relevant field (e.g. public policy, development, political science, law or international relations).

JOB-RELATED EXPERIENCE

  • At least 3 years experience working with civil society organizations and/or government, preferably on issues related to open government or thematic sectors like public service delivery, anti-corruption, justice etc.;
  • Experience working on issues related to open government, transparency, accountability, and citizen engagement and government responsiveness is desirable;
  • Experience working with diverse stakeholders, across government, civil society and other communities;
  • Experience and track record of working effectively with partners and colleagues from diverse contexts, cultural backgrounds, with different communication styles, etc.;
  • Writing and communication skills for crafting strong messages to partners, governments, colleagues, including writing, public speaking, and facilitating meetings - with a variety of stakeholders at a broad range of seniority;
  • Experience in coordinating and working across departments and across topics;
  • Work experience building civil society coalitions, brokering technical cooperation and partnerships, and organizing training workshops and events is also desirable;
  • Familiarity with civil society and government networks and experts working on governance issues across a range of sectors;
  • Willingness to travel up to 35 percent of the year;
  • Fluent in English. Fluency in Russian is highly desirable;
  • Track record working on issues related to open government or thematic sectors like public service delivery, anti-corruption, justice, public administration;
  • Track record on working effectively with a range of diverse stakeholders from diverse contexts/cultural backgrounds, including national government, civil society, international organizations and/or the private sector;
  • Track record of designing and organizing training workshops, peer exchange events, meetings;
  • Experience of working on EU funded projects;
  • Demonstrable in-country work experience across the region desirable (e.g. lived and worked).

  13. Flexible and creative in the face of obstacles.

PHYSICAL DEMANDS
