At the Public Division of Kantar we focus on delivering insight and strategy to provide better outcomes for citizens and public sector organisations around the world. Kantar Public’s research teams are experts in public policy, service design, behavioral insight and election research, employing over 500 people around the world. Our clients span all continents and include both national and local governments and supra-national organisations such as the European Institutions but also World bank and the UN.
In this role you will be part of the Brussels team of the Public Division of Kantar. You will combine your experience in policy analysis and evaluation with developing a stable and growing business. You know your way around in policy related research and advisory for the European Institutions. You will maintain and develop your own client portfolio in this market and identify and resolve clients’ needs to establish loyal client relationships. You will have a leading function in the high-quality execution of projects, coordinating and motivating research team members.
You’ll be motivated by:
- Leading and overseeing research projects - including a strong focus on the research design, quality assurance, added value and team leadership;
- Building and sustaining positive client relationships;
- Being a team player, successfully developing individual and team capability;
- Being a confident researcher with a proven track record for successful client management and building client relationships, working on developing a specialist interest (policy/method). You have strong capabilities in either qualitative or quantitative research methods applied to policy research and evaluation;
- Generating new business and writing good tenders. You are confident in financial management and commercially minded.
Capabilities
You have a minimum of 5 years’ experience in research with focus on policy research and evaluations. You have been working with the European Institutions’ clients, both involved in the development of proposals and in a research and/or policy consulting role. You have strong problem solving skills and are an excellent communicator. You are fluent in English. The command of other EU languages is an advantage. Moreover, you should have:
- Very good understanding of different types of evaluations and associated research methods;
- Experience in carrying out evaluations for EU institutions;
- Understanding of EU policy context in one of these areas would be an asset: digital policy, social policy (education, skills, employment, social inclusion), justice and consumers;
- Ability to coordinate and manage/handle clients, projects and research teams;
- Strong delivery/verbal presentation to clients - engaging client presentation and reporting skills;
- Strong experience with mixed methods studies;
- High level of autonomy in designing data collection tools (questionnaires, topic guides, mapping templates, etc).
- Experience with either of these will be considered a plus:
- ex-ante impact assessments;
- focus on efficiency evaluations - cost-effectiveness, value for money, ex-ante cost-benefit.
