World Vision EU Representation (WV EUREP) in Brussels is one of several “global capitals” based in strategic global locations and an association of WV offices engaged strategically with the EU. Our main goal is to see a tangible increase in political and financial investment in children by the EU. We work towards this goal and World Vision’s main priority areas through two strategic avenues: supporting the World Vision Partnership with expertise and knowledge on EU funding and advocating for children’s rights at EU level.

Purpose of the Position

The Advocacy and Policy Officer will support EUREP’s external engagement objectives and World Vision’s global mission by managing policy and advocacy projects, supporting the communication strategy, as well as influencing change in EU policy and funding environments for the well-being of children and the success and impact of World Vision’s field operations.

The role of the Advocacy and Policy Officer is to support the development of advocacy, policy strategies, and undertake research for the EUREP office’s Advocacy Unit. S/He will engage in advocacy based on the policy priorities set for EUREP, and aimed at EU institutions and other key Brussels-based stakeholders. S/He will support the implementation of strategic external engagement objectives by helping managing projects and influencing change in EU policy in areas such as Humanitarian Aid & Fragility.

S/He reports to the Director of EU Advocacy & Policy.

MAJOR TASKS AND RESPONSIBILITIES

Advocacy, policy, and representational tasks

1. Designs, manages and executes policy and advocacy strategies in the area of humanitarian aid, conflict sensitivity, fragility (incl. nexus & resilience), climate action and relevant sectors leading to EU policy change and supporting pre-positioning of WV field operations in fragile contexts:

  1. Contribute to the development and implement WV EU’s advocacy & policy strategy; gather and analyse information from EU institutions, EU Member States, and CSOs/NGOs; develop analysis and policy positioning on the political and/or funding context/opportunities;
  2. Coordinate and align EUREP’s advocacy with WV policy teams and EUREP programming and other policy and communications staff for greater impact;
  3. Coordinate the organisation of events relevant to the priority topics or sectors;
  4. Coordinate advocacy visits and initiatives to the EU for relevant WV global/field experts around policy change objectives.

2. Policy development and research: production of policy documents on specific thematic or sector issues based on research and on policy priority areas identified in the EUREP office Strategic Realisation Plan and Annual Work Plan.

3. Lead, as mandated by the Director of EU Advocacy and Policy, EUREP’s external engagement, and serve as WV representative towards the EU and relevant Brussels based stakeholders by:

  1. Representing WV externally, including in social media;
  2. Representing EUREP in relevant coalitions and networks (e.g. VOICE, EPLO);
  3. Representing EUREP at relevant EU and EU Member States meetings and events with the view to strengthen WV policy positions and brand and to improve WV resource development opportunities; these efforts should lead to improved recognition of WV as a key child-rights NGO partner and increased resource development opportunities;
  4. Liaising with EUREP Members in advocacy and policy related matters;
  5. Supporting strategy development and implementation of joint plans with the Partnerships Team of the EUREP office.

4. Communications

  1. Contribute to and support the EUREP communication strategy;
  2. Work with other team members on the implementation of communication activities;
  3. Provide inputs to the EUREP website & social media outlets;
  4. Write press releases, tweets and social media contributions;
  5. Contribute to the EUREP newsletter;
  6. Develop publications or communication products;
  7. Align all communication to WV identity;
  8. Liaise with other WV offices’ and WV International communication’s teams so to translate WV communication activities appropriately into the EU context.

Knowledge, Skills and Abilities

  • Master’s Degree or equivalent in International Development, public policy or a related field;
  • Minimum 3 years of experience in international development, humanitarian aid and the role of advocacy and policy;
  • Solid knowledge of the EU and its institutions;
  • Experience of working in and/or leading broad civil society coalitions;
  • Experience of building networks of key stakeholders;
  • Experience of working with the media and other means of communication to change attitudes;
  • Highly effective in written and verbal communication in English (and ideally in French);
  • Computer literacy;
  • Willingness to contribute within a small team and a multi-cultural environment, diplomatic communicator;
  • Citizenship of an EU member state or a valid residence and work permit for Belgium is a must;
  • Ability to act with integrity, demonstrating sound ethical principles;
  • Support for World Vision’s core values and Christian identity.
