2. About ECMWF

ECMWF is the European Centre for Medium-Range Weather Forecasts. It is an intergovernmental organisation created in 1975 by a group of European nations and is today supported by 34 Member and Co-operating States, mostly in Europe. The Centre’s mission is to serve and support its Member and Co-operating States and the wider community by developing and providing world-leading global numerical weather prediction. ECMWF functions as a 24/7 research and operational centre with a focus on medium and long-range predictions and holds one of the largest meteorological archives in the world. The success of its activities relies primarily on the talent of its scientists, strong partnerships with its Member and Co-operating States and the international community, some of the most powerful supercomputers in the world, and the use of innovative technologies such as machine learning across its operations.

Over the years, ECMWF has also developed a strong partnership with the European Union, and for the past seven years has been an entrusted entity for the implementation and operation of the Climate and the Atmosphere Monitoring Services of the EU Copernicus Programme, as well as a contributor to the Copernicus Emergency Management Service. The collaboration does not stop there and includes other areas of work, including High Performance Computing and the development of digital tools. It is enabling ECMWF to now provide data and products covering weather, climate, air quality, fire and flood prediction and monitoring.

ECMWF has recently become a multi-site organisation, with its headquarters based since its creation in Reading, UK, its new data centre in Bologna, Italy, and new offices, in Bonn, Germany.

3. Summary of the role

ECMWF is undergoing significant change, and this is a particularly exciting time to join the Centre. We are have opened a new duty station in Bonn, Germany, and our new datacentre in Bologna, Italy, in August 2021. ECMWF has become a multi-site organisation and has adopted a hybrid organisation model which allows staff to mix office working and teleworking.

Key to the success of the organisation are strong HR professionals who work very closely with the line organisation to support them on day-to-day and more strategic people issues, as well as a central HR operations team that ensures that core HR processes are executed efficiently and reliably.

The HR Associate will work closely with the HR Business Partners to support the Centre’s staff in all locations. They will take the lead on all recruitment-related administration and act as first point of contact for routine staff questions on working conditions, contractual and employment-related matters for a specific client group. They will also be responsible for the provision of all aspects of HR administration, maintenance and organisation of staff records and data on the Enterprise Resource Planning platform (ERP).

The HR Associate will be an integral part of the ECMWF HR team and will work closely with the HR team in Reading, Bonn and Bologna and will also provide cover for the other HR Associates in the team.

4. Main duties and key responsibilities

  • Responsible for recruitment administration including the administration of vacancy notices on the Centre’s recruitment system, candidate communications and interview scheduling;
  • Acting as first point of contact for routine staff questions on employment conditions, the ECMWF staff regulations and procedures, contractual matters, entitlements, benefits, escalating issues when necessary;
  • Supporting the offer management process by preparing employment offers, contracts of employment and related documents;
  • Preparing statutory correspondence and letters to staff;
  • Coordinating the onboarding and induction process for newly recruited staff;
  • Liaising with the relevant authorities as required;
  • Coordinating organisational and contractual changes requested by departments;
  • Assisting staff with all applications related to visa applications, local registrations, social security matters, diplomatic car registrations etc.;
  • Carrying out data input to the ERP, including payroll input, in close cooperation with the Payroll Manager, and ensuring data integrity;
  • Monitoring sick leave and absences records;
  • Monitoring HR administration processes, proposing changes and enhancements as required to ensure they remain efficient and reliable;
  • Participating in continuous improvement of HR processes and contributing to HR projects as required.

  • Excellent organisational skills, attention to detail and diligence;
  • Excellent relationship management skills, including the ability to quickly build trust and credibility with staff in the allocated client groups, with discretion and the ability to maintain the strictest confidentiality;
  • Capacity to handle multiple issues concurrently and to deliver reliably to tight deadlines;
  • Initiative and ability to work with little supervision;
  • Strong IT skills, desire to use ERP system to its fullest potential;
  • Ability to work well as part of a team, taking the lead on some topics, contributing to others;
  • Solution-oriented, pragmatic approach with the desire to continuously improve processes;
  • Curiosity to understand the goals of the organisation and how HR contributes to them.

6. Qualifications and experience required

Education

  • Candidates should have a higher standard of education (EQF Level 4).

Experience

  • In-depth experience of working in an HR administrative capacity, ideally in an international environment is essential;
  • Strong experience of recruitment administration is highly desirable. Experience of providing HR support to line managers and individuals;
  • Experience of using an HRIS and improving HR processes to make best use of it.

Knowledge and skills (including language)

  • Excellent working knowledge of Microsoft Office (Word and Excel) is required;
  • Strong written communication skills to draft and respond to correspondence and enquiries;
  • Excellent time management skills to meet deadlines. Competency in web publishing software would be advantageous;
  • Candidates must be able to work effectively in English and interviews will be conducted in English;
  • Fluency in German, French or Italian would also be advantageous.

7. Other information

Grade remuneration

The successful candidate will be recruited at the B4 grade, according to the scales of the Co- ordinated Organisations and the annual basic salary will be £44,727.36 net of tax. The Centre offers an attractive range of allowances and working conditions. This position is assigned to the employment category STF-PL as defined in the Staff Regulations.

Starting date: As soon as possible.
Length of contract: Three years, with the possibility of a further contract.
