Description of the Securitisation Division:

On behalf of our member firms, AFME’s Securitisation Division analyses, communicates and responds to proposed regulations affecting securitisation. The Division has regular, frequent and constructive dialogue with policymakers, legislators, regulators, central banks and other interlocutors across the EU and UK in Brussels, London and other key capitals, as well as with global bodies such as the Basel Committee and IOSCO. Securitisation has a key role to play in the recovery from the Covid-19 pandemic and the transition to a more sustainable economy and is a key pillar of the EU’s Capital Markets Union.

The Securitisation Division is governed by the Securitisation Board, whose members comprise senior front-office bankers (originators and underwriters), issuers, investors, law firms and others responsible for securitisation businesses at member firms. Its day-to-day work is implemented through theme-based working groups, focusing for example on the recent review of the Securitisation Regulation (both in the EU and UK), significant risk transfer, the treatment of private securitisations and the development of green securitisation (among other topics).

Description of the Role:

The London office of the Association for Financial Markets in Europe (AFME) is seeking an experienced candidate to work with the newly-appointed Managing Director who leads the AFME Securitisation Division. This permanent appointment, beginning Q1 2022, provides an opportunity to work closely with our senior membership in the EU and UK to continue to shape policy and rebuild securitisation markets during recovery from the pandemic, and the transition to a more sustainable economy, building on AFME’s significant achievements in this field to date.

This is a London based role with some flexibility for non-UK based applicants.

Key accountabilities, Key activities/Decision areas:

  • Represent member firms by monitoring, analysing, assisting and responding to new and existing regulations affecting securitisation:
    • Support the work of the Managing Director of AFME’s Securitisation Division;
    • Monitor, analyse and explain existing and new regulatory proposals at EU, UK and global levels including the European Commission, EBA and ESMA, H.M. Treasury, FCA and PRA and the Basel Committee;
    • Prepare briefing materials and lead outreach activities;
    • Respond to relevant consultations and help lead discussions with regulators and policymakers;
    • Provide a forum for members to discuss issues of common interest and market practices;
    • Collaborate with AFME colleagues in other divisions including Advocacy, Prudential, Research, Events and Communications;
    • Collaborate with colleagues at our US, Asian and global affiliates SIFMA, ASIFMA and GFMA and with counterparts at other trade associations and key stakeholders such as PCS, European DataWarehouse, TSI, ICMA, EBF, EFAMA and others;
    • Work with our partners IMN to deliver our annual Global ABS Conference, Spanish Capital Markets and other AFME capital markets events;
    • Work with colleagues to ensure the regular quarterly delivery of the AFME Securitisation Data Snapshot and Report;
    • Work with colleagues on AFME’s communications outreach for securitisation and represent AFME at third party events.
  • Support the Managing Director, Securitisation in the work of the Securitisation Division Board and working groups:
    • Identify key issues of concern to members, including securitisation regulation in the EU and UK, securitisation prudential issues, green securitisation and related ESG priorities, the digitalisation of markets, and other issues;
    • Manage workstreams to ensure that objectives are met in a timely manner;
    • Support the Managing Director, Securitisation in discussions among members in a manner which builds consensus;
    • With growing experience, chair the same.
  • Support AFME’s work on Ibor transition:
    • Support AFME’s work in the transition to risk-free rates in the UK and Eurozone, focusing on securitisation aspects;
    • Work collaboratively with regulators and policymakers to achieve a successful transition to SONIA for legacy transactions following the cessation of panel-bank Libor at the end of 2021.

Person specification:

  • A pro-active and outgoing personality with the ability to persuade, convince and build consensus among members and regulators;
  • A proven track record over at least 3 - 5 years as a securitisation market practitioner with a strong technical understanding of a wide range of securitisation products;
  • A strong intellect and the technical rigour to analyse and explain in detail the practical impact of policy initiatives for members’ securitisation businesses and to support negotiation with regulators;
  • Good judgment and diplomacy to manage members and the relationship with regulators;
  • Excellent writing and communication skills which can produce high quality draft submissions and deliver key messages in a clear, articulate and convincing manner;
  • A willingness to work hard as part of a team in a collegial environment with minimal supervision, achieving tight deadlines in a pressured environment.

Fluency in another major European language is helpful but not essential. Past experience would ideally, but not essentially, have been gained at a bank.
