About the team/job

We are Europe's flagship research laboratory for the life sciences - an intergovernmental organisation performing scientific research in disciplines including molecular biology, physics, chemistry and computer science. We are an international, innovative and interdisciplinary laboratory with approx. 2000 employees from many nations, operating across six sites, in Heidelberg (HQ), Barcelona, Hinxton near Cambridge, Hamburg, Grenoble and Rome.

The unit "Legal Services" is located in EMBL's Headquarter in Heidelberg and has overall responsibility for all legal matters involving EMBL, both nationally as well as internationally. Given EMBL's status as an International Organisation, its operation is governed by the rules of International Public and Private Law.

EMBL's next five-year scientific Programme, titled Molecules to Ecosystems, strengthens EMBL's research of the molecular basis of life and drives it towards gaining new knowledge relevant to understanding life in context of its ever-changing environment and to provide basis for the translational support to advances in human and planetary health. The new EMBL Programme will explore life in context by studying both classical and novel model organisms in their real-world environment through fieldwork and by developing mobile laboratory services with advanced approaches for sample and environmental data collection.

In order to support EMBL's cross-functional compliance efforts, we are looking for a Legal Officer - Research Ethics & Compliance with primary responsibility concerning compliance with internal and external requirements.

Your role

The duties will include:

  • Identification and definition of applicable internal and external requirements and standards, under EMBL rules, regulations and policies, contracts, permits, licences and applicable law,especially in the fields of access to genetic resources and the sharing of associated data, bioethics, collection of samples, environmental law, sanctions laws, anti-fraud and anti-corruption, etc.;
  • Advice on the application and interpretation of such internal & external requirements;
  • Advice and support to internal clients for the preparation, review and revision of applications for obtaining permits/licences to be filed by EMBL and/or consortia and partnerships to which EMBL participates;
  • Review of terms & conditions of licences/permits;
  • Preparation, review and revision of agreements on access to genetic resources/samples, data and benefit sharing agreements;
  • Liaison and coordination of activities with the Compliance Officer, the Bioethics Office, and other competent EMBL bodies and committees; • Cooperation with external service providers (consultants, law firms, etc.) assisting EMBL with obtaining permits/licencing procedures;
  • Handling of a variety of legal matters, and performing a broad range of legal work, including research, drafting, negotiations, etc. in other practice areas covered by Legal Services.

The practice areas covered by Legal Services include the following:

  • (Scientific) Consortia and Cooperation agreements;
  • Research Grant agreements;
  • Large-scale research infrastructures and related projects;
  • EMBL status/institutional matters (Privileges & Immunities, Relations with the Host Countries. etc.);
  • Relations with EMBL Member States;
  • Commercial contracts.

Depending on qualifications and experience, it is envisaged that the post holder will initially be trained and supervised by his/her supervisor to provide the necessary guidance and quality assurance. The expectation is that the post holder should quickly be prepared to work increasingly independently, albeit in close cooperation with the supervisor and other members of the team. From time to time, he/she may also be required to liaise with and oversee the work of outside legal counsel.

You have

As our ideal candidate, you will have an advanced university degree in law and at least 3 years of professional experience ideally gained within a life science and/or research environment. Your academic and professional background should demonstrate exposure to the international public sphere, preferably by working in another International Organisation, or alternatively from another organisation engaged in research.

You will have strong analytical skills and the ability to identify problems and offer pragmatic options for solutions. You have demonstrated ability to work in a multicultural environment and to maintain effective working relations with people of different national and cultural backgrounds. You are client-focused and - if required - can work to tight deadlines and handle a multitude of legal matters in parallel.

Excellent legal drafting skills in the English and in one of the two following languages: (i) German or (ii) French are required. Excellent communication skills in English are mandatory. Proficiency in using Microsoft Office is essential.

You might also have

Experience with laws and regulations concerning access to genetic resources, including the Nagoya Protocol and implementing national legislation, as well as with access and benefit sharing agreements would be a strong asset.

Working knowledge of French, German, Italian and/or Spanish - especially gained in a legal working environment - would be an asset.

What else you need to know

Please note that appointments on fixed term contracts can be renewed up to 9 years in total, depending on circumstances at time of review.
