The European Trade Union Institute (ETUI) is seeking to recruit a full-time: General Director.

The European Trade Union Institute (ETUI) - the independent research and training centre of the European Trade Union Confederation (ETUC), located in Brussels - is seeking a new General Director to take office in March 2023, or soon thereafter. Candidates will need to have, among other things, extensive experience in leading medium-sized organisations in a dynamic and innovative work environment, as well as in-depth knowledge about European social, economic, environmental and climate policies and industrial relations.

The closing date for applications is 2 October 2022.

We expect the recruitment process to take place in October 2022, with the aim to have the successful candidate take office in March 2023.

About the role

Building on decades of achievements and experience, our next General Director will help shape the ETUI’s work in the decade to come and continue to enhance the role of the Institute as a key research and training provider in the service of workers’ interests at European level and in the strengthening of the social dimension of the European Union.

In close collaboration with the ETUC and its affiliates, the ETUI General Director actively contributes to framing debates on social, economic, industrial relations, and regulatory issues at European as well as national level. The ETUI General Director also plays a key role in communicating ETUI knowledge and contributing to policy and public debates in Europe.

The appointment is for a period of five years, renewable.

About the candidate

Candidates must have experience in managing medium-sized and multicultural organisations in dynamic and changing environments, including their operational, financial (required experience of having managed an EU project of at least several million euros), and human resources dimensions.

The position requires a wide set of skills, particularly in developing and implementing a strategic vision, facilitating innovation processes, and taking decisions in complex political environments.

Candidates will also need to have in-depth knowledge and experience of the functioning of trade union organisations at supranational and national level, as well as of the functioning and operation of the European Union and its institutions. Candidates should have a very good academic background (PhD or equivalent) and/or an in-depth knowledge of training and education for adult learners.

In addition to excellent interpersonal skills and the ability to work effectively in a transparent and open manner and to maintain appropriate relations with stakeholders, candidates will need to be able to communicate effectively with the media and the public and to represent the Institute in various settings.

About us

The European Trade Union Institute is the independent research and training centre of the European Trade Union Confederation (ETUC), which itself affiliates European national trade unions into a single European umbrella organisation. The ETUI places its expertise (in research and education) at the service of workers’ interests at the European level and contributes to strengthening the social dimension of the European Union. Its mission is to support, reinforce and stimulate the trade union movement.

The Institute is composed of two departments:

  1. A Research Department with three units:
    • Europeanisation of industrial relations;
    • Economic, employment and social policies;
    • Working conditions, health and safety.
  2. An Education Department.

The ETUI conducts studies on socio-economic topics and industrial relations and monitors European policy developments of strategic importance for the world of labour. It creates bridges between the academic sphere, the world of research and the trade union movement in order to encourage independent research on topics of decisive relevance to the world of labour.

The ETUI also develops training and learning activities. It provides the ETUC and its affiliates with programmes and exchanges that strengthen the European trade union identity.

Finally, the ETUI provides technical assistance in the field of health and safety and working conditions, with a view to achieving a high level of occupational health and safety protection for workers throughout Europe.

A Foresight Unit is in charge of studying long-term challenges for the European trade union movement and its implications for the operation of the Institute.

The ETUI is a non-profit international association under Belgian law, employing a staff of some 65 persons from all over Europe. It receives financial support from the European Union.

Our activities are organised on the basis of multiannual priorities, typically reviewed and updated every four years in conjunction with the ETUC Congress, and a yearly Work Programme. Application process

The applications for this General Director position will be handled by a selection committee.

The ETUI Management Committee and the general Assembly will appoint the successful candidate on the basis of a proposal by the selection committee. The deadline for the submission of applications is 2 October 2022, 12.00 noon, Brussels time.
