The Interreg Meuse-Rhine team is looking for an enthusiastic colleague at the Joint Secretariat (JS), to get the IT tool JEMS that Interreg Meuse-Rhine will be working with, up and running on time, and then to ensure that the system is smoothly running during the lifetime of the programme, both for JS staff and for external applicants and beneficiaries working with the system.

Since 1991, cross-border cooperation projects between the Belgian, German and Dutch partner regions have been supported by Interreg. The sixth generation of the program (Interreg Maas-Rhine (NL-BE-DE)) covers the territory of (parts of) the Province of Limburg (NL), Province of Limburg (B), Region of Aachen, Province of Liège and the German-speaking Community of Belgium as well as parts of Rhineland-Palatinate. In total, the European Union and the program partners (Member States, regions) have made available over € 176 million in public funding to contribute to the major societal tasks defined for the program area. These are industrial transition, green transformation, healthier citizens, tourism in a high-quality region and living and working without borders. Innovation, sustainability and the social agenda are important drivers in this regard.

The Province of Limburg has been designated as Managing Authority (MA) for the Interreg Meuse-Rhine (NL-BE-DE) program 2021-2027, which effectively runs from the time of approval in end-2022 until the end of 2029. This makes the Province of Limburg effectively responsible for the implementation and management of this cross-border program.

Coordination of internationalization and EMR belongs to the portfolio of the governor.

The cluster falls under the responsibility of the Director of Operations of the Province of Limburg

This is what the ICT-advisor does

  • You advise - in consultation with the IT department of the Province of Limburg - on the IT systems to be used, when necessary you program the system, contribute to knowledge sharing and reduce the risk of failure;
  • You participate in the recruitment process and the implementation of the new monitoring system JEMS, including making the software specific for Interreg Meuse-Rhine (NL-BE-DE);
  • You perform the necessary activities for the daily operation and maintenance of the monitoring system and the background server within the broader ICT systems of the Province of Limburg, including hosting website;
  • You take the lead when calling in knowledge holders in your own area of expertise;
  • You ensure that the automated process for making payment requests to the European Commission is functioning;
  • You develop reporting tools and generate periodic and ad-hoc reports for management steering;
  • You document critical actions related to the monitoring system;
  • You provide information and answer questions on the General Data Protection Regulation (GDPR);
  • You contribute to the development of practical solutions, by developing and/or programming specific tools or functions;
  • You are responsible for the technical development of the website, however there is a possibility of hiring external expertise to execute this task;
  • You are the liaison with the software developer and with the internal or external collaborative partners that supports in making the specific software program (if applicable);
  • You work in close collaboration and consultation with the rest of the team and provide active feedback, in particular with the coordinating colleagues (coordinator, senior program manager MA tasks, senior program manager JS tasks and Teamleader RA).

Requirements for this position

  • Batchelor education, thinking and working level;
  • Demonstrated technical skills and experience at IT systems level supporting project execution as part of a program;
  • Able to generate from base system JEMS, which is a Spring Boot application in Kotlin, automated exports of data into Excel or other data management tools in formats that are clear, reliable and directly usable by other colleagues;
  • Language Skills:
    • fluent in English;
    • Good knowledge of the languages of the program area (French, German, Dutch) is an added value to the position;
    • Willingness to improve language skills.
  • Behavioral competencies:
    • technical expertise: you are master of the subject matter (Spring Boot application in Kotlin) and are able to provide technical solutions in case of problems with the IT system;
    • results-oriented: you formulate challenging (but achievable) objectives for yourself and for the team and you put all your effort into achieving them;
    • planning and organising: you plan and organise large and difficult tasks, assignments, solutions, both short and long term, which are subject to unforeseen circumstances and which may have concrete repercussions for others;
    • accuracy and sense of quality: you continue to deliver quality work under increased pressure and actively seek opportunities to improve the quality of your own work or that of colleagues, for example by increasing effectiveness or efficiency;
    • connection; you are able to diagnose technical problems and solve them in cooperation with the JEMS Helpdesk service or otherwise.

What we offer

  • A gross monthly salary based on a 36-hour working week, of a minimum of € 3,085.57 and a maximum of 4,386.29 in scale 10 (excluding the increases provided for in the CAO 2022);
  • Individual Choices Budget (IKB) of approximately 22%, including vacation allowance (8%) and a structural end-of-year bonus (8.3%). This budget comes on top of your fixed salary and you can have it paid out whenever you feel like it. Or you can use it to purchase a bicycle, sports membership or extra leave;
  • Opportunities to work partially flexible and location independent;
  • Personal development budget of € 5,000 for the duration of 5 years with sufficient opportunities to continue developing yourself.
