Action Global Communications is an independent full-service marketing communications agency established since 1971, specialised in developing and rolling out purpose-led and impact-driven multi-market campaigns across the EU, as well as the MENA region and Central Asia.

Action Public Sector is one of the key departments of our group that has specialised for over 20 years in servicing the EU institutions, centrally developing and locally integrating pan-European campaigns across our network of wholly owned and affiliate agencies in the 27 Member States and beyond. Over the last years our business with the EU institutions has grown exponentially, as their communication approach has gradually moved to focusing on targeted presence and messaging on the ground in Member States. In this context we are looking for a dynamic EU professional to join our fast-growing BD team in the function of:

Role & Responsibilities

You will be the driving force in helping to achieve our growth plans in EU institutional business by managing the EU tender pipeline, providing guidance on our win strategy, and managing tender proposals from A-Z with internal teams & external partners. In parallel, you will play a key role in the continuous improvement of our BD processes & bids, and in the further development of our BD team. You will be reporting to the Business Development Director and working closely together with the Bid Coordinator and the Action teams based in Cyprus and across Europe. The role can be Cyprus-based or hybrid, working from anywhere in the EU and regularly traveling to HQ in Cyprus.

Business Development:

  • Monitoring, identifying and analysing EU calls for tender using various monitoring tools;
  • Keeping the EU tender tracker up to date and flagging upcoming opportunities;
  • Establishing Action’s rolling tender planning and pipeline based on expected publications, their fit with our core-business, partnerships demands and available resources;
  • Identifying & building trusted relationships with EU contractors for joint tendering & partnerships, proceeding to pre-negotiations & consortium building for key tenders;
  • Developing and organising our tender documents’ library and tender tools;
  • Coaching our tender team members, and actively scouting for potential new colleagues to hire;
  • Keeping abreast with news & developments in the EU institutions, market & competition.

Bid-process management:

  • Pre-analysis of the tender specifications, providing a synopsis regarding services required, criteria set and tender scoring, for assessment and decision taking;
  • Thorough analysis of the specifications, verifying compliance and mapping of all required complementary services, specific expertise needed, as well as all network-agencies to involve;
  • Putting together optimal internal teams & external partners for successful delivery, reach out to all parties, negotiate conditions, and obtain their engagement;
  • Compiling the detailed tender outline listing all required inputs for the administrative, technical and financial parts of the offer, and the daily tender planning for all parties involved, providing them with detailed briefings for each requested contribution;
  • Orchestrating the tender compilation A-Z to ensure a well-planned, organised and controlled process: setting deadlines, ensuring strict follow-up, leading the progress & specialist meetings, managing the tender Q&A, reviewing all contributions;
  • Driving the bid forward making things happen.

Bid content management:

  • Taking the lead in the overall strategy & content development of the tender;
  • Giving direction to all involved to ensure seamless alignment of the approach across all channels & tools, and all participating countries;
  • Reviewing contributions both on content & writing, while motivating the teams to produce excellence and go the extra mile;
  • In-house review and quality control of all contributions, and final assessment against award criteria regarding decisive quality inputs to gain extra winning points and produce a winning offer.

Experience & skills

  • Minimum 5 years of experience in compiling, coordinating and managing EU tenders;
  • Background in communications, experience in working with a communications agency, or experience in EU tenders in communication & media relations will be considered as an advantage;
  • A thorough understanding of EU policies & the workings of the EU institutions;
  • Strong analytical, problem-solving and decision-making capabilities;
  • Excellent organisational skills, attention to detail & commitment to high-quality work;
  • Ability to structure proposals, generate content customised to tender requirements;
  • Strong leadership & team building skills;
  • Outstanding communications & networking skills;
  • Exceptional time management skills, capacity to multi-task & work against deadlines;
  • Excellent English writing & editing skills, native or equivalent;
  • Fluency in French and/or any other additional EU-languages will be considered an advantage.
