Who We Are

The European Union Agency for the Cooperation of Energy Regulators (ACER) plays a central role in the integration and functioning of the EU's electricity and natural gas markets. We are a collaborative agency with around 175 employees and operate within the framework of the EU’s national regulatory authorities (NRAs). Our mission is to advance the EU energy market integration, bolster market integrity and transparency, and contribute to a transition of the energy system that is affordable, secure, and decarbonised. Furthermore, ACER has been recently entrusted with multiple new responsibilities, including the investigation of select cross-border cases of market abuse under REMIT. ACER therefore has set up a new REMIT Investigations Department (effective as of January 2025) to conduct investigations on market abuse in the EU’s wholesale energy markets.

Your Role

We are seeking a Case Handler - Market Analyst Officer to join our new REMIT Investigations Department. As a key member of our team, you will perform investigations related to market abuse behaviours in the EU wholesale energy markets. Specifically, you will be in charge of data-driven assessments and analyses from an economic market perspective, closely working together with Legal Case Handlers. Key tasks include:

  • Analysing market data using economic/statistical analysis methods to assess suspicious market behaviour under REMIT at case level;
  • Analysing whether a specific behaviour in the wholesale energy markets could amount to an infringement of REMIT;
  • Gathering and analysing evidence, e.g., through inspections and interviews, with special consideration of the economic market perspective;
  • Evaluating the impact of behaviours on market supply, demand, and prices based on data-driven analysis;
  • Coordinating with NRAs and other authorities on investigations;
  • Collaborating with market experts, financial regulators, and competition authorities to ensure a coordinated approach on investigations;
  • Drafting internal reports, policy documents, and investigation reports;
  • Preparing presentations and reports for senior management, European Parliament, and the Council.

Your Profile

To be eligible, you will need to fulfil the following eligibility criteria by the deadline for applications:

  • Be a national of a Member State of the European Union or Norway, Iceland and Liechtenstein and enjoy full rights as citizen;
  • Have fulfilled any obligations imposed by national laws concerning military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties;
  • Possess a level of education which corresponds to completed university studies of at least three years attested by a diploma;
  • Have at least 3 years of professional experience acquired after obtaining the relevant university diploma, in a field relevant to this role;
  • Have a thorough knowledge of one of the official languages of the European Union or Norway, Iceland and Liechtenstein and satisfactory knowledge of a second of these languages to the extent necessary to perform their duties.

In addition, the following experience and competencies are required:

  • A Master’s degree in Economics, Mathematics, or a related field;
  • At least 3 years of relevant professional experience in:
    • conducting investigations under REMIT, MAR, Anti-Money Laundering laws, Tax fraud or Competition Law; and/or
    • providing assistance as external economic consultant or in-house market analyst in the context of investigations under REMIT, MAR, Anti-Money Laundering laws, Tax fraud or Competition Law; and/or
    • monitoring energy or other commodities trading.
  • Relevant professional experience in stakeholder’s management and coordination acquired in an international setting.

It is advantageous to have the following competencies:

  • Professional experience in the wholesale energy markets;
  • Master’s in business administration (MBA);
  • Studies in the field of energy;
  • Relevant professional experience in project management (principles, methods, and practice).

Please also note that English is a working language at ACER therefore it is necessary to have an excellent command of spoken and written English.

The Selection Process

  • Screening and Shortlisting: A Selection Committee will evaluate all valid applications against the eligibility and selection criteria. The highest scoring applicants meeting all criteria and scoring at least 50% of the total points will be invited for a written examination;
  • Written Examination: Candidates will be tested on their technical knowledge required for the role. The highest-scoring candidates scoring at least 50% will be invited to an oral interview with the Selection Committee;
  • Oral Interview: The interview will assess specific competencies, knowledge, and general aptitudes necessary for the role, based on the selection criteria;
  • Establishment of Reserve List: The final score will combine the results of the written exam and oral interview. Candidates who achieve a minimum of 70% will be placed on a reserve list, valid until 31/12/2025 (with the possibility of extension);
  • Additional Requirements: Candidates will need to provide references, which may include current or former superiors, peers, and subordinates.
