Job profile and duties
Under the supervision of the Head of the Research and Policy Support Unit and working in close collaboration with other colleagues, the jobholder will support the Agency's activities in 1) the provision of technical support for the collection of data on violence against women and domestic violence, as required by the Directive, and 2) contributing to gender-based violence research and data analysis.
The post requires a deep knowledge of gender-based violence and practical experience of working with crime and/or gender statistics. It entails close cooperation with national data providers, other experts and civil society organisations to ensure successful implementation of the data collection in accordance with the Directive.
The following tasks and activities are relevant to the duties of this post:
- Support the design, planning, implementation and monitoring of a data collection processes on violence against women and domestic violence to comply with article 44 of the Directive, including with procurement procedures and contract management of external services;
- Contribute to the design and implementation of assigned statistical activities, including the development of indicators and common standards for the data collection in accordance with Directive;
- Engage with and assist the intersectoral consultations with the relevant national agencies together with relevant EU institutions and international organisations at the different stages of the development and implementation of the administrative data collection on violence against women and domestic violence;
- Support the work on exploring and testing non-conventional data sources to fill in specific data gaps and generate new data and evidence on specific forms of violence against women;
- Contribute to the development of new methodologies, to measure incidence of different forms of violence against women covered by the Directive, aiming to improve data accuracy and reliability or, when possible, assess how to obtain reliable estimates;
- Provide the validation of primary data and data analysis;
- Contribute to the production of quantitative and qualitative reports with the substance and frequency defined by the Directive, accurately and efficiently;
- Carry out other related tasks as required by the needs of the Agency.
Formal requirements
To be considered eligible for selection, an applicant must, by the closing date of this call:
- have a university degree which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or have a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years;
- have a good command, both spoken and written, of at least two official EU languages;
- be a national of a Member State of the EU;
- enjoy full rights as an EU citizen;
- have fulfilled any obligations imposed by the national laws concerning military service; and
- be physically fit to perform duties.
Selection criteria
Essential:
- At least three years’ professional experience gained after the award of the relevant qualification and at a suitable level corresponding to performance of tasks as defined above;
- Experience in research and statistical processes in the area of gender-based violence, specifically proven ability to collect, analyse, or use statistical and qualitative data and to draft analytical reports, policy papers and/or other publications in excellent English, should be substantiated in the applicants application;
- Proven record of work with official statistical data, gender or crime or social statistics, databases and indicators at a national, EU and/or international level; Proven project and research management experience and evident organisational and administrative skills, including the ability to manage priorities, work under pressure and meet tight deadlines;
- Proven experience in the use of statistical software (e.g. STATA, SPSS, SAS, R);
- Excellent analytical, facilitation and communications skills and ability to synthesize information;
- A very good command of English, the working language at the Agency;
- Excellent interpersonal and problem-solving skills, including ability to work with multiple stakeholders in a multicultural environment.
Advantageous:
- Post-graduate qualification in (gender) economics, statistics, sociology, political science, and/or gender studies;
- Knowledge of EU institutional and legal frameworks, policies and stakeholders related to gender-based violence and/or crime statistics;
- Knowledge of international/EU developments in gender statistics, indicators, and methodologies for identifying and evaluating gender gaps.
