Job Summary

Under the supervision of the Senior Project Coordinator, and the overall responsibility of the Head of the International Cooperation Unit, the Project Manager shall develop and implement activities in the area of managing dedicated European Union External Assistance Funds to assist third countries in building their capacity in relevant law enforcement policy areas, as defined in art 4.4. (d) of Regulation (EU) 2015/2219 (the CEPOL Regulation) in the framework of CEPOL’s international cooperation portfolio with countries and jurisdictions outside of the European Union. Towards that end, they shall be engaged and responsible for all stages of the implementation of capacity building activities (including initiating, planning and designing, implementing, monitoring, reporting and evaluation) with selected countries in the geographical areas concerned. This may include the supervision of assigned resources.

Key accountabilities

  • Professional experience and competences relevant for
    • Developing and implementing rule of law (law enforcement and/or judiciary) capacity building projects,
    • Developing and delivering rule of law (law enforcement and/or judiciary) capacity building activities (training, workshops, networking activities, etc.)
  • Be responsible for the management of capacity building projects, throughout the phases.
  • Coordinate the monitoring and evaluation of the activities, along with the budget execution.
  • Ensure the quality and timely reporting.
  • Support, coordinate, plan, develop, design, implement, evaluate, report capacity building activities (training, networking, expert meeting) activities on organized crime and countering terrorism for relevant law enforcement and judiciary sector audiences;
  • Provide strategic and operational advice for the further development of the capacity building portfolio;
  • Liaise with partners, coordinate with stakeholders in order to develop capacity building activities in the assigned thematic area and regions;
  • Coordinate and ensure the supervision of the work of assigned staff;
  • Ensure adequate outreach, communication, PR and project visibility, as well as coordination with other donor-funded initiatives;
  • Monitor relevant EU policies in the area of, justice and home affairs, human rights and its external aspects, with a view to translate them into viable capacity building initiatives.
    • Travel missions twice per month as average;
    • Working on weekends and public holidays is a possibility, depending on operational needs;
    • Place of employment Budapest or Brussels, depending on the project you might be recruited for;

Eligibility criteria

In addition, in order to be eligible the candidate must

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge (min. level C1) of one of the languages of the Union and a satisfactory knowledge (min. level B2) of another language of the Union. One of the languages has to be English, as this is the official language of CEPOL.

Education

Completed university studies of at least three years attested by a diploma or

Professional training in the field of law enforcement and after having completed the training, at least the number of years of relevant professional experience indicated below:

Duration of professional training:

  • More than 6 months and up to 1 year -  Professional experience 4 years
  • More than 1 year and up to 2 years -  Professional experience 3 years
  • More than 2 years and up to 3 years -  Professional experience 2 years
  • More than 3 years  -  Professional experience 1 year

Professional Experience

In addition to the above at least 5 years of relevant and proven professional experience gained after obtaining the diploma or after completed the professional training with the experience linked to the training.

Project management

Out of the minimum 5 years at least two years of experience in managing and implementing large external development cooperation projects.
