With 28 major European companies and 23 National Associations as our members, the overall representation adds up to more than 4,000 companies across 21 European countries. It is to achieve this strategic objective that ASD analyses, formulates and establishes policy positions for the industry on key strategic sectorial issues, cooperating with industry and EU institutions on a number of market developments and technology research projects.
Role Overview
ASD is seeking a highly motivated Parliamentary Affairs Manager to support the association’s engagement with the European Parliament on key aviation, security and defence policy files. Based in Brussels, the Parliamentary Affairs Manager will report to Directors in charge of the different files and work closely with the respective ASD teams. The role will focus on legislative monitoring, advocacy and relationship-building with relevant parliamentary committees and political groups. The successful candidate will bring first-hand experience from within the European Parliament and an established network across aviation and defence policy circles.
Key Responsibilities
- Develop and implement ASD’s European Parliament engagement strategy on aerospace, security and defence-related dossiers, in close cooperation with ASD teams and in concurrence with ASD policy positions;
- Coordinate and lead ASD’s Parliamentary Engagement Advisory Committee, ensuring effective alignment between member companies’ and the association’s European Parliament outreach activities;
- Manage ASD’s role as Secretariat of the Sky and Space Intergroup, including strategic planning, coordination and execution of events and initiatives in close cooperation with the offices of the Intergroup Co-Chairs;
- Monitor and analyse EU legislative and non-legislative initiatives relevant to ASD members, based on the policy positions developed by relevant ASD working groups and in coordination with the relevant ASD manager;
- Draft and coordinate briefings, amendments, speaking points and policy papers based on ASD positions, in coordination with relevant ASD manager;
- Maintain and expand ASD’s network with Members of the European Parliament (MEPs), Accredited Parliamentary Assistants (APAs), political advisors and committee secretariats;
- Represent ASD in meetings, hearings, workshops and parliamentary events, in coordination with the relevant ASD manager;
- Provide strategic advice to ASD leadership on parliamentary dynamics, political risks and opportunities;
- Support coalition-building with like-minded associations and stakeholders when appropriate.
Required Qualifications & Experience
- Minimum 2 or 3 years of professional experience with or within the European Parliament, such as Accredited Parliamentary Assistant (APA), Political or committee advisor, Parliamentary consultant or equivalent;
- Graduate degree (master’s level or equivalent) in European Studies, Political Science, Law, International Relations or a related field;
- interest in EU aviation, security and defence policy issues;
- knowledge of EU legislative procedures and interinstitutional dynamics;
- Excellent written and spoken English; knowledge of additional EU languages (e.g. French, German) is an asset.

- Excellent drafting, analytical and presentation skills;
- Proactive, organised and able to manage multiple files under time pressure;
- Comfortable working in a multicultural, fast-paced Brussels environment;
- Good teamwork and interpersonal skills.
Additional Assets
- Direct experience with or strong familiarity with relevant European Parliament committees, particularly: TRAN (Transport and Tourism), SEDE (Security and Defence), ITRE (Industry, Research and Energy), BUDG (Budgets) and ENVI (Environment, Public Health and Food Safety);
- Track record in legislative drafting, including amendments, reports, opinions or compromise texts;
- Experience working with or for industry associations, think tanks or public affairs consultancies.
