The Council of Europe Development Bank (CEB) is a multilateral development bank with a social mandate across 43 member states. From education and health to affordable housing and climate resilience, our investments strengthen social cohesion and support vulnerable communities throughout Europe.

We are now recruiting a Head of the Technical Advisors Division to lead and position the Bank’s technical due diligence function across the full project cycle.

Reporting to the Director of Technical Assessment and Monitoring, you will shape standards, guide multidisciplinary experts and ensure that every CEB-financed operation meets rigorous technical, environmental and social benchmarks.

This is a senior leadership role combining strategic direction, operational oversight and institutional representation.

Main responsibilities:

  • Lead and develop a multidisciplinary team of Technical Advisors across priority sectors;
  • Translate directorate objectives into clear operational delivery and performance standards;
  • Oversee quality control of loan documentation, technical assessments and advisory outputs;
  • Ensure robust appraisal and monitoring of projects, including environmental and social risk dimensions;
  • Manage resource allocation, consultant engagement and budget forecasting;
  • Contribute to policy development, methodologies and institutional guidance tools;
  • Represent the Division in internal committees and cross-directorate initiatives;
  • Strengthen knowledge exchange and promote continuous improvement across sectors and member states.

To join, you’ll need:

  • An advanced degree in engineering, economics, finance, environmental studies or a related field;
  • At least 10 years’ relevant professional experience, including leadership of multicultural and multidisciplinary expert teams;
  • Strong knowledge of multilateral development banks or international financial institutions and their project appraisal frameworks;
  • Deep expertise in infrastructure finance and priority social sectors, with focus on vulnerable groups;
  • Proven ability to assess climate-related, environmental and social risks within investment operations;
  • Strong judgement, analytical rigor and ability to structure complex material clearly;
  • Excellent communication and representation skills at senior stakeholder level;
  • Excellent command of English or French, with working knowledge of the other.
