WE LOOK FOR

A highly motivated and qualified policy officer (with a focus on data analysis and capabilities), who will work in the Data Knowledge and Analysis team of the counter-FIMI Division, and in close cooperation with our regional Stratcom Task Forces (covering the Eastern Partnership, the Western Balkan, the Middle-East and North Africa and Sub-Saharan Africa) as well as the teams covering FIMI threat actors, support to CSDP missions and operations and policy, strategy and partnerships. The officer is expected to assume a leading role in the design and implementation of technical developments to support data-driven analysis and responses to counter FIMI, contributing to the enhancement of the team’s analytical capabilities and the optimisation of research and development resources.

The Contract Agent will:

  • Manage the technical pillar of the Data Knowledge and Analysis team;
  • Support the design, implementation, communication and capacity-building of data-driven solutions to enhance the speed of detection, analysis production and information sharing in relation to FIMI;
  • Lead the implementation of AI-based solutions to support a range of team tasks;
  • Oversee projects with external contractors and partners, including the design and implementation of IT-focused initiatives, and integration of datasets;
  • Optimise existing data analytics and sharing tools, processes and infrastructure;
  • Support the division in the implementation of a more data-driven approach in terms of its efforts to counter FIMI, including the creation of data-driven projects, reports and visualisations.

Eligibility criteria

Further to the conditions set out in Article 82 of the CEOS, candidates must:

  • have passed a valid EPSO CAST in a valid function group for this post, or be registered in the EPSO Permanent CAST for FG IV. In the latter case, while the registration will make the candidate eligible for the selection procedure, the recruitment of a candidate on this vacant post will be subject to his/her successfully passing the CAST exam;
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in the languages of the CFSP and external relations (English and with preference French) necessary for the performance of their duties;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Selection criteria

Candidates should:

  • be fluent in English (both orally and in writing);
  • have a strong knowledge and understanding of analytical frameworks and models to analyse and counter information influence operations and hybrid threats, including data-sharing standards, such as STIX;
  • have strong skills in designing and managing the implementation of innovative technical projects;
  • have proven experience in the design and implementation of AI-based solutions to optimise the use of databases and automate analytical and operational processes;
  • proven experience in assessing information, cyber and hybrid threats and FIMI operations, to characterise threat actors’ capabilities and TTPs;
  • have knowledge and understanding of latest research on FIMI and disinformation threats;
  • have proven experience in designing, managing, and overseeing data-driven projects in collaboration with external contractors and partners;
  • be a hands-on professional with strong communication skills, able to quickly grasp complex issues, identify problems, and provide flexible, accurate solutions in a dynamic environment;
  • Have a solid understanding of the EU’s strategic objectives in its external action, and demonstrate a strong political awareness, ensuring that technical work translates into actionable, understandable, policy-relevant outputs rather than purely academic analysis;
  • Have a good knowledge of EU institutions and decision-making processes, the EU’s external action and relevant policies, as well as the counter-FIMI community;

Furthermore:

  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience in working with or within other EU institutions
  • relevant experience in team management and collective planning processes

would be considered as assets.
