ABOUT THE ROLE:

EARSC is looking for a Policy Officer to support the work of the Association and particularly to maintain the knowledge of, and contribute to, current legislative actions. The person will interact with the Earth Observation (EO) services industry as well as numerous stakeholders throughout Europe and worldwide. Based in Brussels, the person will work on EARSC Secretariat activities and ESA/EC-funded projects. The position requires flexibility and involves working in a small team.

RESPONSIBILITIES:

  • Policy Monitoring: Responsible for monitoring the various policies and activities of the European institutions which impact the EO services industry, i.e., through standing working groups on different topics;
  • Policy Analysis: Responsible for analysing policies and providing position papers and statements which set out the impact on the European Earth Observation downstream industry and recommended actions to take;
  • Stakeholder Engagement: Maintain dialogue with key stakeholders in the European Commission, the European Parliament, the Council, and relevant agencies regarding legislative actions. In addition, the successful candidate will be actively involved in representing the Association at meetings and international events;
  • Event Organisation: Support the organisation of conferences and seminars (hybrid) and other stakeholder meetings;
  • Project Work: Manage policy aspects of EC and ESA-funded projects, coordinating surveys, analysis, and engagement activities;
  • Reports: Conduct space-related analyses, including on industry developments (EARSC Industry Survey).

PROFILE:

Essential:

  • Around 5 years of work experience in policy, preferably in the space sector;
  • Experience in writing policy analysis documents, position papers, and reports;
  • Strong knowledge and understanding of European institutions;
  • Knowledge of the EO sector and the policy context in which it operates;
  • Excellent written and spoken English (C2 level);
  • Ability to adapt between leading tasks autonomously and collaborating effectively within international, hybrid team environments;
  • Proficiency in Microsoft Excel, Word, and PowerPoint;
  • Proactive approach with the ability to anticipate actions and support teammates.

Desirable:

  • Advanced knowledge of the use of Microsoft Excel for analytical purposes;
  • Knowledge of Green Deal or defence-related policy domains;
  • Knowledge of additional languages;
  • Experience within the EU institutions.
