The ESF is a non-profit organisation dedicated to the support of excellent science through partnerships with European research organisations. We operate in the EU and wider European environment and collaborate with major scientific stakeholders. In the framework of our development, we invite applications for a Science Officer to support the development and implementation of the Global Research Initiative on Open Science (GRIOS – more info here).

GRIOS is an emerging initiative that intends to bring together the global research community to review and evaluate current knowledge on Open Science in order to provide up-to-date understanding of Open Science development, guidance on successful policy, and a roadmap for further research. As a result, the initiative will also build and support the global research-on-research community.

We are seeking an experienced and dynamic Programme Manager to develop GRIOS and lead its operations. The ideal candidate is passionate about Open Science, the research community and society relationships as well as building a community of knowledge around Research on Open Science.

Main Mission:

The Programme Manager will be responsible for:

  • In the first year: coordinating the development of GRIOS concept in line with its strategy, this includes:
    • developing and implementing the GRIOS workplan;
    • developing the GRIOS partnership;
    • developing and implementing the GRIOS funding model;
    • contributing to the setting up of the GRIOS governance.
  • After the first year: coordinating the implementation of the workplan, supporting the governance and facilitating the growth of the initiative.

This position will involve:

  • To facilitate writing the strategic plan and implementation plan for GRIOS in the first year;
  • To coordinate the implementation of GRIOS after the first year;
  • To build, maintain and develop relationships with key stakeholders, including research organisations and projects, funders, community partners, and government officials;
  • To support GRIOS governance and bodies;
  • To develop and implement partnership strategies to secure funding from a variety of sources;
  • To support and engage with the global research community on Research on Open Science;
  • To present the Initiative in public forums and research events;
  • To contribute to and oversee GRIOS communications;
  • To ensure the smooth and efficient running of the GRIOS Secretariat;
  • To manage staff recruited to support the GRIOS Secretariat;
  • To liaise closely with ESF finance team to manage budgets, prepare reports and ensure that risks and ‘pinch points’ for GRIOS are known in advance, mitigated and monitored;
  • To inspire both the GRIOS team as well as the global partners in the initiative;
  • To actively participate to the implementation of ESF’s corporate strategy (also beyond Open Science topics).

The post-holder should demonstrate the following competencies:

Technical Competencies:

  • Significant (5+ years) research or science/programme management experience, possibly complemented by a Ph.D;
  • Demonstrable experience of programme management and coordination of high profile, strategic initiatives and/or scientific programmes;
  • Knowledge of the European Union funding programme for research & innovation proposal preparation and project implementation;
  • Proven experience in efficient networking with a variety of stakeholders in science and science policy;
  • Knowledge of international, European and national research structures and institutions, and of European and international science policy;
  • Demonstrable experience in writing papers, reports, publications and presentations;
  • Knowledge and experience of people management in a performance-based human resources environment;
  • Excellent organisational and time management skills, with a proven ability to prioritize tasks;
  • A demonstrable knowledge of Open Science approaches and processes;
  • High standard of spoken and written English, with a working knowledge of another European language being an advantage;
  • Good working knowledge of MS Office systems and of electronic databases.

Employment conditions:

  • The post holder will be an ESF employee, working from Strasbourg head office;
  • The position is expected to be full-time (100% FTE) and will start as soon as possible;
  • We offer a permanent contract and attractive salary and working conditions;
  • The position may involve some travel;
  • The post holder will report to the Chair of the GRIOS, to the ESF Science Connect Chief Executive and to the French Ministry of Higher Education and Research (National Open Science Coordinator or his team);
  • The post holder will work closely with the GRIOS Executive Committee and Steering Board.
