About the team:

Since its formation in January 2017, the PIP line of business has established technical assistance as an important part of ICF’s work and a key driver of growth for the business. The team provides learning/training, network support, grant management, event organisation and other implementation services to government organisations in the UK and the European Union (EU) institutions, particularly the European Commission.

Looking ahead, PIP has ambitions to expand its portfolio and is creating a new leadership role to support this growth. This is an exciting opportunity for a talented individual to make his/her mark in driving the commercial success of ICF.

About the role:

As our Programme Growth Lead, you will be responsible for developing and implementing PIP’s growth strategy in collaboration with our central Business Development team. You will identify and secure new business opportunities in the policy implementation field, including managing and contributing to capture and proposal-writing. You will also help to develop and implement PIP’s marketing strategy, and lead on the creation of new content and thought leadership. You will head the Programme Growth team, including direct line management, mentoring and coaching of PIP staff.

You will be expected to provide some inputs to programme delivery, depending on your field of expertise. Travel between our European offices is also envisaged in order to maintain relationships with the team and remain visible to key contacts.

Required skills and experience:

  • Around 15 years’ work experience, preferably in a consulting environment working and leading on business development activities;
  • Outstanding skills and experience in capture and proposal-writing, including positive examples of qualification, preparation of technical offers, partnership-building and negotiation, pricing, contractual compliance, etc. High win rates to date is a key requirement;
  • Strong knowledge of policy implementation, programme management and other forms of technical assistance;
  • Strong knowledge of relevant policy areas, such as employment and working conditions; education and training; social inclusion and protection; migration and asylum; health; digitalisation; environment; climate change; regional economic development; business, entrepreneurship and SMEs;
  • Strong knowledge of UK and/or EU markets;
  • Excellent skills in networking, client relationship-building and harnessing market intelligence;
  • Strong leadership and interpersonal skills;
  • Strong commercial acumen and entrepreneurial talent;
  • Strong financial, data management and organisational skills;
  • APMP certification or equivalent an advantage.
