About the role

The European Social Network (ESN) is looking for a Senior Development and Operations Officer (full-time) to join our Secretariat from June 2018. The post holder will have a strategic role in the wider development of the Network to contribute to its financial sustainability by developing and retaining membership and new partnerships. To fulfil these duties, the post-holder will work with the CEO in the development of data and partnerships for the annual conference; with the policy officers on aligning the membership to the annual work programme; with the communications and marketing coordinator on the promotion of membership development including branding as well as on data development and CRM development.

Job Description

Plan, manage and implement ESN’s membership and partnership strategy by: a) strengthening ESN’s existing membership base and ensuring that a viable membership retention strategy is implemented; b) expanding the coverage of ESN partnerships, connecting with potential new members and partners, thereby ensuring that year-long membership targets are met, and new opportunities are developed.

Specific tasks

  • Developing contacts in public social services across Europe; developing and strengthening relationships with ESN members to ensure that we are promoting and engaging with each other’s activities;
  • Working with the CEO and policy team, on the basis of language skills, in identifying potential members and ensuring the participation of members in the ESN’s activities;
  • Coordinating membership and partner contributions– including invoices, reminders, renewals through a specific software;
  • Coordinating the operational management of ESN’s EC-funded work programme;
  • Coordinating ESN’s finances and support systems including budget progress monitoring;
  • Contributing monthly to the membership section of ESN member communications;
  • Developing membership and partnership materials;
  • Establishing, maintaining and updating membership records in ESN’s database;
  • Organising and contributing to managing the database, including extracting and transferring information, ensuring validity of data, categorising and organising contacts and facilitating access to this information;
  • Keeping up to date monthly records of members and partners participation and contributions in the directory and database;
  • Producing a membership report on a monthly basis;
  • Working with the policy team and the CEO in completing the final report in relation to membership development, retention and participation.

Person specification

Technical Skills

  • Experience with member outreach and strategic relationship building;
  • Experience working with customer relations management systems (e.g. Salesforce, CIVI CRM);
  • Experience of managing and implementing a data strategy;
  • Analytical and technical mind with careful attention to detail;
  • A passion for data and a clear understanding of the importance of a database and its potential for the development of an organisation;
  • Organised and able to keep a detailed record of member subscriptions and membership data using a customer relations management system such as Salesforce or CIVI CRM;
  • Ability to develop marketing or promotional membership materials;
  • Experience of the financial oversight of programmes, including budgets and accounts;
  • Ability to contribute to the setting of an annual work programme and monitoring its implementation;
  • Ability to identify risks in programme implementation and good problem-solving skills to ensure timely delivery within budget;
  • Experience of managing grant-funded programmes;
  • Business development experience.

  • Ability to adapt to different work approaches, settings and languages;
  • Cultural and political sensitivity in relations with internal colleagues, national members and government;
  • Ability to build and maintain strong and trusted relationships with colleagues, ESN members and other stakeholders;
  • Near-native written and oral competence in English, plus fluency in at least one other European language;
  • Understanding of the functions of a membership organisation.

Salary and Conditions

Initial salary is competitive in the region of 43,000-45,000€ and commensurate with experience. Additional benefits include pension, travel reimbursement and lunch vouchers. Holiday allowance is 20 days on a pro-rata basis (accrued according to Belgian legislation and rising with the length of service) plus bank holidays and additional days over Christmas period. We support staff in their professional development. Opportunities for training are regularly discussed with the line manager, and we provide regular performance review with opportunities for further training in line with responsibilities.
