Job Summary:

International Republican Institute is seeking to recruit a Junior Program Officer & Monitoring Evaluation and Learning (MEL) Specialist for its Regional Office in Brussels, Belgium. The Junior Program Officer MEL Specialist, referenced hereafter as JPO-MEL, is responsible for assisting with the daily operations of various Europe regional programs, including the Beacon Project. The JPO-MEL monitors and reports on political developments in the region and in specific countries. S/he assists program staff in the field and headquarters with designing and implementing strategies for IRI programs. S/he also helps to conduct programs such as training seminars, conferences and media monitoring in the relevant countries where the programs are operating.

IRI is seeking to recruit a Junior Program Officer & Monitoring Evaluation and Learning (MEL) Specialist for its Regional Office in Brussels, Belgium. The Junior Program Officer and MEL Specialist, referenced hereafter as JPO-MEL, is responsible for assisting with the daily operations of various Europe regional programs, including the Beacon Project. The JPO-MEL monitors and reports on political developments in the region and in specific countries. S/he assists program staff in the field and headquarters with designing and implementing strategies for IRI programs. S/he also helps to conduct programs such as training seminars, conferences and media monitoring in the relevant countries where the programs are operating, including the Baltics, Western Balkans, and Visegrad Four (V4) regions. The JPO-MEL is responsible for tracking program budgets to ensure that expenditures remain within budget allocations, reporting requirements are met and activities comply with all applicable USG and other donor regulations. In addition, the JPO-MEL is responsible for supporting monitoring and evaluation of programmatic data, including the accurate collection, management, organization and analysis of project results.

Position Requirements:

  • Undergraduate/graduate degree in political/social science, international relations or related field and 2-3 years political or related experience, or equivalent combination;
  • Experience in creating and/or implementing MEL frameworks, setting indicators, collecting and analysing data, reporting on outputs and outcomes using a variety of tools and criteria;
  • Fluent communication - verbal and written - English language skills;
  • Practical knowledge of politics, economics, history and culture of Central and Eastern Europe and South Eastern Europe;
  • Strong organizational skills, self-discipline and attention to detail;
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals;
  • Ability to manage diverse activities and to meet deadlines;
  • Willingness to travel on a regular basis.

Additional Skills (not required):

  • In-country project management experience and knowledge of local organisations and stakeholders;
  • Working as part of a MEL team;
  • Knowledge of regional (Central, Eastern and Southern European) languages.

Primary Functions & Responsibilities:

  • Assists the IRI Brussels field team with monitoring, reporting and analyzing political and economic developments especially as they relate to IRI objectives and programs;
  • Assists in preparing grant proposals, budgets, quarterly reports and program evaluations and analyses;
  • Assists with managing and monitoring program budgets and financial reports;
  • Assist with IRI staff to carry out all MEL requirements and tasks related to IRI’s regional Europe and Eurasia projects. This includes MEL requirements outlined in project documents such as MEL plans and indicator matrices (PMPs, etc.) as well as MEL requirements and requests related to IRI’s organizational goals and standard operating procedures. This may include but is not limited to: planning data collection, preparing and piloting data collection tools, collecting data, storing and maintaining data, cleaning and analyzing data and aggregating and reporting data as needed;
  • Assist in reporting on activities, and associated output, outcome, and impact level results; this may include drafting sections of activity, weekly, quarterly or final reports;
  • Liaise with and support both field-based and headquarters-based staff to accurately capture, analyze, and securely store M&E data;
  • Establish, update and maintain a schedule of MEL activities and MEL-related deadlines and proactively inform other staff of such deadlines;
  • Performs other duties as assigned.
