The EOSC Association was established in July 2020 as a not-for-profit international Association (AISBL) in Belgium. With already 250 member and observer organisations from across Europe, the Association represents a single voice for the advocacy and representation for the broader EOSC Stakeholder community in Europe, promoting alignment of EU research policy and priorities. An essential role of the Association is to continuously develop the EOSC Strategic Research and Innovation Agenda (SRIA) which will influence future EOSC activities at institutional, national and EU level.

A co-programmed Horizon Europe Partnership will fortify EOSC with European funding of almost €500 million and an in-kind contribution of the partners of also €500 million. The aim is to improve the accessing, sharing, and especially the combining and reusing of research data across borders and scientific disciplines. The Association has an obligation to monitor and report about Additional Activities of its members and track Key Performance Indictors (KPIs) which are described within the SRIA and associated Memorandum of Understanding documents which can be reviewed here: https://www.eosc.eu/documents.

The EOSC Association AISBL is seeking to fill the position of a Policy Monitoring Officer/Monitoring as soon as possible. In this role you will be part of the Secretariat, which advises and supports the General Assembly and the Board of Directors, and coordinates the implementation of their decisions. You will be reporting to the Secretary General and work in close collaboration with the Senior Policy Officer.

Your responsibilities:

  • Deliver the monitoring obligations of the EOSC Association for the EOSC Partnership. This includes among other things:
    • Lead the annual process of establishing, reporting, and assessing of the Additional Activities Plan (AAP);
    • Collect the EOSC -A ‘impact case studies’ and success stories;
    • Program, implement and launch the online surveys to gather requested input from the members of the EOSC Association;
    • Analyse the obtained data and report regularly in the requested formats to the European Commission and other stakeholders;
    • Organise dedicated meetings, workshops and webinars on monitoring and reporting for the EOSC-A Members;
    • Collaborate with representatives of the European Commission (EC), Member States (MS) and Associated Countries (AC) to collect additional relevant data and insight;
    • Support the methodological evolution of the Monitoring and Evaluation Framework of the EOSC Partnership incl. the refinement of Key Performance Indicators (KPIs) and measures as well as the tools with which they are obtained, captured, and reported;
    • Contribute to content of the Biennial Monitoring Report (BMR) and Full Report of the EOSC Partnership;
    • Collaborate with EU-funded projects and liaise effectively with other EOSC-relevant stakeholders in order to align monitoring activities and generate synergies;
    • Work closely with the partners under EOSC Focus project.
  • Write policy papers, briefings, reports, minutes of meetings, and contribute to other internal and external documents;
  • Collecting and processing relevant information from partners of the EOSC ecosystem;
  • Contribute to the content development of the website, EOSC-A monthly newsletter and the intranet;
  • Support the Board of Directors and the day-to-day operations of the Secretariat.

Your skills set and expertise:

  • Good command of qualitative and/or quantitative research methods;
  • Strong analytical skills and relevant work experience in the field;
  • Excellent communication and presentation skills;
  • Strong collaboration and networking skills;
  • Knowledgeable of the EU institutions and the decision-making processes, as well as policy areas relevant to the topic such as Research and Innovation, Open Science, the Digital Single Market.

Mandatory requirements:

  • Excellent oral and written command of English is a prerequisite;
  • Academic degree in a subject relevant to the portfolio of responsibilities, e.g., social sciences, economics, political science, business administration;
  • Experience in working in an international environment is essential;
  • Experience working in a multicultural, international context;
  • Capacity to learn and evolve with the job and the needs of the organisation;
  • Legal entitlement to work in Belgium.
