ATIEL is a non for profit association (ASBL) representing the combined knowledge and experience of leading European and international engine oil manufacturers and marketers. Its collective expertise in engine lubricants technology has helped establish best practices and quality standards for both vehicle manufacturers and consumers.

ATIEL’s mission is to be recognised as Europe’s leading authority on the technical, social responsibility and legislative aspects of lubricants and to engage and be influential with all relevant stakeholders.

ATIEL is recruiting a Secretary General to ensure the day-to-day administration of the Association.

The activities are carried out under the supervision of the Board of Directors. The Secretary General shall report to the President.

Main responsibilities

The Secretary General will be responsible for the execution of the following tasks:

  1. Assist the Board of Directors in its functions. This involves acting in co-operation with the President in the following activities:
    • Prepare the meetings of General Assembly and Board of Directors meetings, i.e., agenda, pre-reading, slide pack and minutes in collaboration with the President;
    • Present a financial report to the Board of Director’s meetings;
    • Prepare amendments to the articles of association and By-Laws for approval by the Board of Directors;
    • Recommend and appoint the auditor and accountants;
    • Supervise the Office and Programme Manager;
    • Prepare the financial accounts for the preceding fiscal year and prepare a financial report to the General Assembly;
    • Support the President in preparing a budget proposal for the following fiscal year, including the annual membership fee, investigate whether an applicant for a new membership of ATIEL complies with the requirements for membership laid down in the article of association;
    • The President may authorize the Secretary General to carry out certain acts falling within the scope of the President's powers.
  2. Correspondence and meetings with third parties:
    • Jointly sign with the President as appropriate, letters to third parties;
    • Represent ATIEL as required and approved by the Board of Directors;
    • Ensure minutes of meetings with third parties are communicated, as appropriate, to the President, the Board of Directors, and the relevant Technical Committees;
    • Ensure communications to third parties are in conformance with the By-Laws.
  3. Internal meetings:
    • Participate actively in meetings of the General Assembly and the Board and write, distribute, and ensure proper filing/approval of the minutes of these meetings;
    • Ensure that the confirmed minutes of the Board of Directors are signed by the President and Secretary General;
    • Transcribe the minutes of the Board and of the GA into a register;
    • Attend all ATIEL Technical Committee meetings, with active role in the HSE (Health, Safety and Environment) one in terms of internal and external information flow;
    • Ensures the filing and publication requirements for Belgian associations (e.g. appointment and dismissal of legal representatives or directors, transfer of registered office, modifications of the articles of associations, filing of the annual accounts, patrimonial tax and annual tax return).

Internal communications:

  • The Secretary General has a particularly important role in ensuring the free flow of information both vertically and horizontally between the Board of Directors and General Assembly, Committees and Task Forces. In this respect, the Secretary General is responsible for maintaining internal communications systems;
  • Of particular importance is the role of the members' section of the ATIEL website in being the source of information about ATIEL activities for its members.

Contribution to strategy implementation:

  • The SG supports adequately the Committees through the coordination of activities with third parties when required (Public stakeholders);
  • The SG cooperates with the SG of ATC (the Technical Committee of Petroleum Additive Manufacturers in Europe) to prepare joint meetings (the AASSG and AAAU meetings), minutes and follow up;
  • The SG is responsible for the coordination and consolidation of confidential data gathering in accordance with the ATIEL Data gathering protocol for all Committees;
  • The SG is responsible for the Trademark management and registration with the law firm.

Public relations and communication:

Ensuring ATIEL's external communication complement his/her technical activities. Specific activities may include:

  • Draft the content of general brochures of the association for external use under the supervision of the President and Board of Directors;
  • Draft press releases for internal and external bodies on an ad hoc basis in accordance with the ATIEL communication toolkit;
  • Act as the guardian of the ATIEL visual image.

Profile, skills and experience

  • Excellent planning and problem-solving skills;
  • Self-starter, team player;
  • Good organisation, management and leadership;
  • Excellent verbal and written communication skills;
  • Fluent in written and verbal English. French language skills for some local communications on banking, accountancy and finance authorities. Knowledge of additional EU languages will be an asset;
  • Understanding or experience of the technical aspects of the European automotive/lubricant business a plus;
  • Able and willing to travel in Europe as may be required.

Terms of contract

  • Part-time - The position requires an average time availability of three days per week;
  • The term of office is two years, renewable for further periods of two years;
  • Salary will be in accordance to the responsibilities of the position and experience of the selected candidate;
  • Brussels-based preferred;
  • The candidate should be self-employed.
