General position description

The successful candidate will work in the ENTSO-E Legal Services Section in Brussels, comprising about 9 permanent staff (Legal Managers and Legal Advisors) and led by ENTSO-E Head of Legal Section.

He or she will be part of the Legal Team ICT, Data and Contracts within the Legal Section, working also with staff of the other sections, as well as the Legal and Regulatory Group’s (LRG) members. The LRG comprises lawyers from the TSOs members and its main objective to ensure high legal and regulatory quality and consistency in all ENTSO-E activities.

Specific responsibilities and tasks

The successful applicant key responsibilities will be:

  • drafting and reviewing commercial contracts of the Association and negotiating with service providers, and providing legal support to all internal sections on the initiation and execution of their projects;
  • maintaining and improving existing contractual templates/frameworks and providing ongoing business support on the use of the Contract Management Tool;
  • providing ad-hoc support to the existing privacy (GDPR) compliance program of the Association by evaluating and improving the ongoing data protection and privacy practices, updating and revising privacy notices, maintaining the records of processing activities, conducting DPIAs & TIAs, managing data breaches, responding to data subject requests providing other support on data privacy matters;
  • providing legal support to the development, implementation, monitoring and amendment of the Network Codes, in particular the Network Code Cyber Security (NCCS) and its implementing documents;
  • conducting legal research on an ad-hoc basis, producing legal analysis and legal memos, which include coordinating LRG members work;
  • drafting and maintaining Terms of Use and license agreement for applications built, owned and operated by the Association;
  • maintaining and improving internal guidelines and policies (e.g. Data Confidentiality Policy, Privacy Policy, Access Policies, Contract Management Guidelines etc.);
  • providing regular internal trainings on Data Protection, Confidentiality, and Contract Management;
  • providing ad-hoc support and guidance on issues related with Intellectual Property rights and Public Procurement;
  • contribute to the preparation of the written material and providing presentation for the ENTSO-E LRG, ENTSO-E Board and ENTSO-E Assembly meetings; and
  • support the ENTSO-E Information and Communication Technology Committee and its project teams on other legal matters such as advising on the drafting of service providers’ contract.

The above tasks include transversal interaction with the work of other Secretariat Sections; cooperation with the members of the LRG; project management; participation in meetings with the European Commission and ACER.

Specific responsibilities may vary over time.

Profile

  • Bachelor’s degree in law, preferably with an LL.M or demonstrable experience in European/International Business Law or IT/Technology Law;
  • At least 2 years of law-firm or in-house experience, preferably in an international & multi-disciplinary setting;
  • Demonstrable experience in reviewing and negotiating commercial contracts, preferably with specific knowledge and experience in IT/IP Contracts and IT Outsourcing Projects (e.g. Software Development, SLAs, Licensing, SaaS, Data Processing Agreements, IT Consultancy, NDAs etc.);
  • Knowledge of Contract Lifecycle Management (CLM) process, with preferable experience in using CLM/e-signature software;
  • Ability to clearly communicate, engage and discuss legal requirements and documentation with non-legal (technical) colleagues, with preferable experience on project management basics;
  • Demonstrated skill and experience in finding an optimal balance between legal protection/compliance and business impact;
  • Ability to simultaneously manage and deliver multiple Projects in a time-sensitive environment;
  • High level of attention to the proper handling of confidential information;
  • CIPP/ECPC (or comparable) certification or relevant demonstrable experience in handling European Data Protection matters (e.g. GDPR, e-Privacy Directive) would be a plus;
  • Previous experience with European (public) procurement procedures would be a plus;
  • Experience with Intellectual Property Law, particularly with Open-Source Licensing, copyright matters (software), and database rights would be a plus;
  • Affinity with software development methodologies and SDLC would be a plus;
  • An interest to the electricity sector and electricity markets would be a plus;
  • Excellent written and oral communication skills in business English is required.

The ideal candidate is someone who developed legal curiosity, innovative thinking skills and is interested in technical matters.
