The Competition Commission (“the Commission”) is an independent statutory body established under the Competition Ordinance (Cap. 619) (the Ordinance) which was enacted in June 2012. The objective of the Ordinance is to prohibit conduct that prevents, restricts or distorts competition, and to prohibit mergers that substantially lessen competition in Hong Kong. The scope of the application of the merger rule is limited to carrier licences issued under the Telecommunications Ordinance (Cap. 106).

The Commission is inviting talents for the following position: Chief Executive Officer.

Reporting to the Commission Members led by a non-executive Chairman, the CEO will assume the overall executive responsibility in managing the operations and affairs of the Commission by:

Key Responsibilities:

  • Developing and supervising the implementation of the Commission’s strategies and corporate plans, and assisting the Commission in carrying out its statutory functions under the Ordinance;
  • Overseeing the Commission’s Executive to coordinate operational and legal functions in order to advance investigations and enforcement actions that address contraventions and result in the development of competition law and key precedents in Hong Kong;
  • Overseeing the Commission’s policy development, collaboration with other local and overseas enforcement agencies, and the Commission's promotion of competition law expertise in Hong Kong through continuing professional training and capacity building for the benefit of the Commission and external legal practitioners;
  • Liaising with the Commission’s Chairman and participating in Commission Board and Committee meetings, facilitating necessary approvals and providing reports on the Commission’s work; and
  • Playing an active role in enhancing effective communications between the general public and key stakeholders including the Government and international enforcement agencies for promoting the importance of fair competition in the marketplace.

Key Requirements:

  • Minimum of 15 years of managerial or public administration experience, of which at least 7 years in senior positions, preferably at a competition authority or in enforcement or regulatory work related to competition law/policy, or equivalent experience in a regulatory authority or statutory body;
  • Extensive experience and strong understanding of the development and application of competition law/policy;
  • Impeccable integrity, sound judgement, excellent leadership qualities and communications skills, and a strong commitment to promoting competition and implementing the competition legislation in Hong Kong;
  • A strategic leader with a strong sense of public accountability and result-oriented;
  • Highly motivated to take the Commission to the next level;
  • Highly proficient in written and oral communications in English; and knowledge in Chinese is an advantage;
  • Ability to collaborate with higher education institutions and/or professional bodies to explore the establishment and promotion of competition law training programme/curriculum for the Commission and the local legal community; and
  • Must possess academic or professional qualifications in law or economics (preferably both).
